Overview of talks between Party General Secretary Nguyen Phu Trong and Chinese Party General Secretary and President Xi Jinping (Photo: VNA)The talks between visiting General Secretary of the Communist Party of Vietnam(CPV) Nguyen Phu Trong and General Secretary of the Communist Party of Chinaand Chinese President Xi Jinping took place in the Great Hall immediately afterthe official welcome ceremony.
General Secretary Xi warmly welcomed General Secretary Trong on his first China visitafter the 12th Party Congress, saying the visit is crucial, helpingdeepen Vietnam-China relations.
He warmly congratulated the CPV on its successful 12th Congress, whilespeaking highly of Vietnam’sattainments in all fields. He expressed his belief that the Vietnamese peoplewill soon turn Vietnam into a modern, industrial country with wealth,democracy, justice, civilization, and socialism.
He affirmed that China attaches much importance to ties with Vietnam and standsready to work with the Party, State and people of Vietnam in strengthening thebilateral friendship and partnership, making the Vietnam-China comprehensivestrategic cooperative partnership grow in a healthy and stable manner and tothe previously agreed motto and spirit.
The Vietnamese Party chief congratulated China on its important achievements inreform and building the socialism with Chinese characteristics, expressing his wishthat the Party, Government and people of China will successfully accomplish thetarget of building a well-off, democratic, civilized and harmonious socialistChina.
He affirmed that Vietnam always places importance to the ties with China andsincerely wishes to develop the sustainable friendship and win-wincomprehensive cooperation with China for the sake of their people as well aspeace, and prosperity in the region and the world.
The two leaders expressed delight at the healthily growing ties and positive progressof the relations between the two Parties and countries over the past years.
They agreed that in the context of crisis and uncertainties occurring in manyplaces around the world, the stable development and achievements of bothcountries are important to the two countries’ people.
Both sidesagreed to continuously maintain high-ranking exchanges and meetings betweenleaders of the two Parties and States to promptly exchange views and tackleissues arising in bilateral ties as well as make strategic orientations anddirections to boost cooperation, maintain friendship and develop Vietnam-Chinaties in a healthy and stable fashion.
Theleaders also agreed to promote and improve existing collaboration mechanismsbetween the two Parties and countries, especially meetings betweenrepresentatives of the two Politburos, the Steering Committee for theVietnam-China bilateral cooperation for strengthening the full implementationof bilateral agreements.
Theyshared the viewpoint on the importance of increasing exchanges and cooperationin Party channel as well as among the two Parties’ agencies, the twoparliaments and fatherland fronts, as well as stronger affiliation indiplomacy, defence, security and between border guard and law enforcementforces of the two countries.
The twocountries should also show close coordination at multilateral forums, whilesupporting each other in running to positions in international organisations.
Xi pledgedthat China will do its utmost to assist Vietnam in hosting the APEC Summit2017, while the Vietnamese side affirmed support to China in organising an internationalcooperation summit on “One Belt, One Road” in 2017.
The twoleaders reach consensus on the significance of forging stronger win-win partnershipin economy, trade, investment and other fields for rapid and sustainable growthof each country, creating a firm foundation for the development of bilateralties.
The twosides will urge ministries, sectors, localities and businesses to focus ontimely and effectively implementing agreed plans, programmes and projects,while applying measures to maintain bilateral trade growth in a more stable andbalanced manner.
China willwork harder to make Vietnam-China trade ties grow faster and become morebalance, vowed Xi, who also promised to create favourable conditions forVietnam to launch trade representative offices in Chinese localities.
He committedto encouraging Chinese firms to increase imports of Vietnameseagro-forestry-fisheries products, such as rice, cassava, dairy products andprocessed fruits and implement high technology and environmental-friendlyprojects in Vietnam.
The twoleaders concurred to expand cooperation in science-technology, agriculture,environment, climate change response, while considering the extension ofaffiliation in running a hotline to receive complaints on arising problems infisheries activities at sea, and strengthening the coordination in managing,protecting and exploiting Mekong-Lancang River and Red River-Yuan River waterresources sustainably.
They alsoagreed to discuss principles and specific contents of a master plan on thebuilding of Vietnam-China cross-border economic cooperation zones, so that thedeal will be signed soon.
Vietnamand China will enhance partnership in improving production capacity andstrengthening the connection between the “Two Corridors, One Economic Belt” andOne Belt, One Road” initiatives to match the demand, benefit and developmentstrategy of each country.
The leaders underscored theimportance of the friendship between the two people, saying it is a source ofpower and a social foundation to spur Vietnam-China relations in a sound, longlasting and sustainable manner. They agreed that exchange activities betweenthe two people, especially among youngsters and localities should be steppedup.
Regarding the issues at sea, the two Party leaders shared the view that this isthe major outstanding problem existed in Vietnam-China relations and the issueis very complicated and vital, hugely affecting and governing the politicaltrust, people’s sentiments, the state of the two countries’ relations, as wellas the face and situation in the region and the world.
General Secretary Nguyen Phu Trong asserted Vietnam’s consistent stance ofpersistently dealing with the dispute in the East Sea by peaceful measures incompliance with international law, including the 1982 United Nations Conventionon the Law of the Sea, and with respect to diplomatic and legal processes;fully and efficiently executing the “Declaration on the Conduct of Parties inthe East Sea (DOC)” and strivingtogether with ASEAN to soon accomplish a “Code of Conduct in the East Sea(COC)”.
The leaders stressed the need tocomply with the important conception reached by the two countries’ Party andState leaders and the “agreement on basic principles guiding the settlement ofsea issues between Vietnam and China”; optimize the negotiating mechanism toseek fundamental and long lasing solutions acceptable to both sides; activelystudy transitional solutions that do not affect the respective country’s stanceand policy, including active seeking and discussing an issue of cooperation formutual development.
They agreed to accelerate the cooperation at sea with a view to generatingpositive signals beneficial to the two countries’ relations; soundly accomplishfollow-up works following the completion of the joint survey conducted at thewaters off the mouth of the Tonkin Gulf, thus firmly pushing for negotiationson the delineation of the waters off the mouth of the Tonkin Gulf and activecooperation for mutual development in this waters; continuously step up theworld of the working group in charge of discussing cooperation for mutualdevelopment at sea; and deploy cooperation projects in the less sensitivefields as agreed.
They affirmed that the two sides will continue implementing the DOCcomprehensively and efficiently and soon formulate the COC on the basis ofconsultation and unanimity; well manage sea-related disagreements, and take noactions that complicate and expand the dispute to protect peace and stabilityin the East Sea.
On behalf of the Party and State of Vietnam, Party General Secretary Nguyen PhuTrong invited Party General Secretary and President Xi Jinping to pay anofficial visit to Vietnam and attend the APEC Summit 2017. Party GeneralSecretary and President Xi accepted the invitation with pleasure.
Earlier, the two leaders joined in a cordial tea party at the Great Hall afterwitnessing the signing of cooperative documents between the two Parties and thetwo States. The tea party is an unprecedented gesture, constituting the Chinesetop leader’s respect, goodwill and wish to increase the closeness and trustwith Vietnam’s top leader.
At the tea party, Party General Secretary Xi offered Party General SecretaryTrong renowned tea produced in Fujian province as well as told him aboutZhejiang province where he once worked. He also discussed China’s strategies,policies and several crucial development milestones. The two leaders alsodeliberated further measures to bolster bilateral friendship and cooperation inthe coming time. The tea party took place in a joyous, cosy and friendlyatmosphere.
Later on the day, Party General Secretary and President Xi Jinping hosted abanquet to greet Party General Secretary Nguyen Phu Trong and the high-rankingVietnamese delegation on their official visit to China.-VNA
