Last year, Vietnam shipped around 12.4 million USD of polyester staple fibre to the US (Photo: baodautu.vn)Hanoi (VNA) - TheUS Department of Commerce (DOC) last week announced the initiation ofanti-dumping and countervailing duty investigations on the import of finedenier polyester staple fibre from China, India, the Republic of Korea, Taiwanand Vietnam.
These investigations are based on petitions filed by DAKAmericas LLC; Nan Ya Plastics Corporation, America; and Auriga Polymers on May31, 2017.
They allege that polyester staple fibreproducts are being shipped to the US at prices lower than their normal value.In addition, dumping has caused significant damage to the domestic industry dueto price depression.
The scope of these investigations covers fine denier polyesterstaple fibre, not carded or combed, measuring less than 3.3 decitex indiameter, coded HS: 5503.20.0025.
The alleged dumping margin for Vietnam’s product is 64.73 percent.
In 2016, imports of fine denierpolyester staple fibre from Vietnam werevalued at an estimated 12.4 million USD, ranking third behind China (79.4million USD) and India (14.7 million USD).
The US International Trade Commission (ITC) is scheduled to makeits preliminary injury determinations on or before July 17, 2017.
If the ITC determines that there is reasonable indication thatimports of fine denier polyester staple fibre from mainland China, India, theRepublic of Korea, Taiwan and Vietnam materially injure or threaten materialinjury to the domestic industry in the USD, the investigations will continue,and the DOC will announce its preliminary countervailing determination inAugust and its preliminary anti-dumping determination in November this year.-VNA
