Hanoi (VNA) – The National Assembly on June 11discussed several draft laws and voted to adjust the NA’s closing sessionprogramme under the chair of NA Chairwoman Nguyen Thi Kim Ngan.

In the morning session, Chairman of the NA’s LawCommittee presented a proposal to change the time for the debate and adoptionof the draft Law on Special Administrative and Economic Units of Van Don, BacVan Phong, and Phu Quoc.

The NA deputies voted to adjust the closing session ofthe NA (June 15 morning).

The NA moved on to work on the draft Law on Amnesty(revision). The deputies voiced their opinions which centred around thenecessity of the revision, the scope of the bill, principals to determine caseseligible for amnesty request, responsibilities of those applying for amnesty topay restitution and serve other civil obligations, and measures to ensureequality and fairness for prisoners. Some of these issues were cleared up byMinister of Public Security To Lam.

The afternoon meeting focused on the draft Law on HigherEducation (revision). Lawmakers commented on the scope of the bill; theobjectives, contents, methods, programmes and degrees of the higher education;the granting of autonomy to higher educational institutions and more. Ministerof Education and Training Phung Xuan Nha explained and clarified some of theseissues.

On June 12, the NA deputies will vote to pass aresolution on approval of the 2016 state budget balance, the revised laws onCompetition, Cyber Security and Denunciation, and a resolution on the NAsupervision programme in 2019. They will also discuss the draft law onamendments and supplements to some articles of the Law on Higher Education.-VNA
