Special 99-year land lease not in draft law on special economic zones

Hanoi (VNA) –
Special cases that could leaseland up to 99 years for production and business in special economic zones willnot be regulated in the draft Law on Special Administrative and Economic Unitsof Van Don, Bac Van Phong, and Phu Quoc.

This was agreed by the National Assembly Standing Committee and the Governmentafter taking into account many aspects of the issue which caught interests andgathered a lot of ideas from NA deputies, people of all walks of life andvoters nationwide, the National Assembly Office said in its announcementreleased on June 9.

Thedraft Law on Special Administrative and Economic Units of Van Don, Bac VanPhong, and Phu Quoc was debated at the ongoing fifth session of the 14th NationalAssembly in Hanoi.

The NA Standing Committee will submit the draftlaw to the legislature for consideration and adoption at the sixth session,according to the NA Office.

Earlier on June 9, the Government Officereleased an announcement saying it had asked the NA to delay the approval ofthe bill to have more time for research and completion until the next meeting.

The draft Law on Special Administrative –Economic Units has been built thoroughly to instutionalise the Party’sresolutions and the Constitution 2013 and create a legal foundation for theconstruction of the three aforesaid economic zones.

The bill had been deliberated at the fourthsitting of the 14th National Assembly.

At the ongoing fifth session, deputies,scientists, economists, experts and constituents actively contributed theiropinions to the draft law.

The postponement aims to successfully buildthree special administrative-economic units towards ensuring national defenseand sovereignty and meeting the aspirations of legislators, voters and peoplenationwide, according to the Government Office.

Regarding the land lease duration, the Governmentwill consider and submit to the National Assembly for adoption of regulationsas prescribed in the Land Law without the regulation on a special land lease ofup to 99 years in special economic zones.

Speaking on the sidelines of the National Assembly (NA)’s fifth session on June7, Prime Minister Nguyen Xuan Phuc has affirmed that all ideas on the landlease period crafted in the draft Law on Special Administrative-Economic Unitsof Van Don, Bac Van Phong and Phu Quoc will be considered, and reasonableadjustments will be made to meet people’s aspiration. -VNA
