MIC Minister Nguyen Bac Son said during the TV programme People Ask,Ministers Answer on April 19 that the ministry will cooperate closelywith authorities at all levels, particularly inspection offices tostrengthen their work on the supervision and management of internetusage.
He said the cooperation will also aim toimprove social awareness, particularly from internet service providersfor preventing spam and cyber-crimes.
The invasionof spam into the internet and mobile phones has returned to attack aftera decrease during the Tet holidays due to a series of regulationsissued by the MIC, internet experts said.
The experts raised a question on whether all these measures are ineffective in the fight against spam.
However, according to the minister, all questions should have answers.He said the key point is that there should be close cooperation andunity among the whole society, authorities and the internet providersand users themselves.
The ministry will continue topromulgate legislation and legal documents in the management of OTTmessaging, a new information service that provides customers withconvenience but causes difficulties for management authorities.
OTT stands for over-the-top and is referred to as "value added". Mostof the users have been using OTT services without actually realising it.Simply put, OTT refers to the service that customers use over thenetwork services of their service provider.
Theministry has urged OTT service providers to share profits with internetproviders, which are known as the infrastructure network serviceproviders so that the State can be available for managing the activitiesand maintaining security for the whole internet environment.
Son said the ministry is also conducting research on the promulgationof a new circular for procedures involving signing contracts betweeninternet providers and the OTT service providers.
Vietnam is facing growing challenges in managing the operation ofillegal websites providing negative and bad information, despite avariety of new decree and regulations to tackle the issue, including theDecree 72 two years ago and a Circular last September.
He said this year, the National Assembly approved a Government programmefor formulating a draft law on information security.-VNA
