Lawmakers discuss law, ordinance building programmes

Hanoi (VNA) -
The law and ordinance buildingprogramme for 2021 and revisions to this year’s law and ordinance buildingprogramme were debated on the morning of May 22 as part of the ongoing ninthsession of the 14th National Assembly (NA).

At this session, the NA was initially scheduled to considerand vote on ten draft laws which had been scrutinised at the previous sitting inOctober 2019 and a resolution on the 2021 law and ordinance building programme,and deliberate seven other draft laws.

The NA Standing Committee presented a proposal onwithdrawing two draft laws from the ninth session’s agenda, which are the draftlaw amending and supplementing a number of articles of the Land Law and thedraft Law on Health Examination and Treatment (amended), while adding fourdraft laws to the agenda.

It also asked to revise the scope of amendments to theLaw on Environmental Protection, from amending and supplementing a number of articlesof the Law to revising the entire Law. The submission of the draft Law onEmulation and Reward (revised) for debate, slated for October this year, is tobe delayed to the second meeting of the 15th NA, scheduled forOctober 2021.

Minister of Justice Le Thanh Long clarified certainmatters of concern for deputies.

He said the Government has put forth solutions for existingproblems in drafting laws, such as delay and poor quality projects. He stressedthat the Prime Minister and the Government have given top priority to thebuilding of institutions, laws, and ordinances.

The NA is set to approve the Law on the Issuance ofLegal Documents, with specific regulations stipulating the responsibilities ofagencies in the field.

Minister Long also spoke of solutions to enhance thesupervision and inspection role of Party agencies in the building ofinstitutions, law, and ordinances./.
