Children, int’l treaty-related laws up for debate

Hanoi (VNA) – Laws related to children and international treaty membership were scrutinised at the plenary session of the National Assembly (NA)’s ongoing 10th sitting on November 23.

In the morning, Chairman of the NA’s Committee for Economic Affairs Nguyen Van Giau delivered a report on amendments to the draft revised law on statistics as suggested by deputies, who later approved the draft.

Regarding the draft revised law on child protection, care and education, legislators looked into its name and coverage, the revision of the age ceiling of people recognised as children up to 18, preschoolers’ equality of benefiting from the State’s support, and the ensuring of education for children.

They also mulled over the rights of children with disabilities, those without nationalities or seeking refuge; the protection of children during civil and criminal procedures and settlement of administrative violations; the supervision of the implementation of children’s rights; and the responsibilities of the State, social organisations, families and schools.

In the afternoon, deputies approved the draft law on hydro-meteorology after Chairman of the NA’s Committee of Scientific, Technological and Environmental Affairs Phan Xuan Dung reported on revisions to the draft as recommended.

Lawmakers also discussed the draft revised law on signing, joining and implementing international treaties, focusing on its name and coverage; types of international treaties that need to be ratified; the treaty implementation; the draft’s constitutionality, legality and harmony with domestic law system; and the supervision of the treaty signing and execution.

The deputies are expected to decide the date for the elections of the NA and People’s Councils (2016-2021 tenure) and the establishment of a national electoral council and its members at the plenary session on November 24.-VNA
