Hanoi (VNA) – Applying information technology and promoting digital transformation are key tasks of Vietnam Social Security (VSS) to better serve people, organisatons and business, said VSS General Director Nguyen The Manh.

Speaking to VietnamPlus on the occasion of National Digital Transformation Day (October 10), Manh said that as an agency specialising in implementing policies on social insurance, health insurance, and unemployment insurance, VSS regularly engages in interaction and transactions with and serves the people and businesses.

During its digital transformation, the VSS has seen many successes. Firstly, VSS was one of the first agencies to successfully connect with the national population database as soon as it was officially put into operation. Currently, there are more than 91.74 million insurance card holders. The data of 94% of them has been authenticated and synchronised with the national population database.

Secondly, as assigned by the Government, VSS is responsible for the national database on insurance - one of the six important national databases networked with sectors and localities.

VSS has implemented two groups of interconnected administrative procedures - "Birth Registration - Permanent Residency Registration - Health Insurance Card issuance for children under 6 years old" and "Registration of Death - Removal of Permanent Residency Registration – Death Benefit". The agency has launched online public services for unemployment benefits claims and allowed the use of ID cards and the national electronic identification (VNeID) application to do procedures for healthcare services.

Thirdly, VSS provides online public services on the national public service portal following Prime Minister’s Decision No. 422/QD-TTg dated April 4, 2022. These include voluntary social insurance, issuance of health insurance cards, and settling one-time social insurance benefits.

Fourthly, VSS continued to upgrade the VssID – its official application and integrate the VssID with VNeID accounts. It is expected that more than 50 million people with VNeID accounts will access and use the VssID application.

Fifth, the agency synchronously deployed many solutions to ensure information security. VSS has established a task force to proactively respond, handle and promptly prevent cyber attacks.

“With such achievements, the VSS’s digital transformation is on the right track and strictly followed the Government’s directions,” Manh said.

Up to now, digital transformation and ID applications have been seen in all areas under VSS’s management with nearly 30 systems utilzing information technology and more than 20,000 active accounts.

VSS's health insurance assessment information system is connected with nearly 13,000 medical examination and treatment facilities nationwide. This is an effective tool that helps to make medical examination and treatment for health insurance card holders transparent, ensuring the legitimate rights of health insurance participants.

The system receives about 300 million online transaction records yearly.

Notably, all procedures within VSS jurisdiction are now provided online and integrated on the VSS’s Public Service Portal and will gradually be integrated into the National Public Service Portal. Nearly all insurance activities as well as transactions between people and businesses with social insurance agencies have been moved online.

People and businesses can conduct transactions with social insurance agencies anytime, anywhere, and can also easily track the procedure processing progress and check relevant data.

VSS has used information technology in inspection and examination activities, which not only improves efficiency but also reduces human resources and inspection time. Collecting insurance premiums and collating participants is automatic, and the system also minimises abuse and profiteering from social insurance and health insurance funds.

VSS launched the VssID application with more than 30 million accounts currently using it. So far, more than 4 million health insurance participants have used the app to access healthcare services.

Now, people can also use chip-based ID cards and VNeID applications to access services instead of paper health insurance cards.

VSS also provides customer care services, consultation and support through social networks like Facebook, and Zalo.

To promote the positive results in the coming time, VSS issued an action programme with clearly identified goals, tasks, and solutions, and made specific assignments to every affiliated agency and unit.

It will take advantage of its existing database, and positively exploit and share the data to serve the implementation of online public services.

Manh said VSS targets to have high-quality digital human resources, test and apply new technologies such as Blockchain, Big Data, and AI to increase management efficiency and create a better user experience./.
