Vietnam’s achievements in social security, poverty reduction

Hanoi (VNA) - Vietnam is building a system of social policies towards all people, inclusive and comprehensive; creating a chance for development for everyone to advance together.

Over the past 10 years implementing a resolution of the fifth session of the Party Central Committee (11th tenure) on social policies for the 2012-2020 period, Vietnam has reaped various important achievements in the field. Most of the targets have been achieved and even surpassed, creating a firm prerequisite for the preparation to issue a new resolution on social policies for the subsequent periods.

Bright sports in social security

Deputy Minister of Labour, Invalids and Social Affairs Nguyen Van Hoi said that after 10 years of implementing the Party Central Committee’s resolution, the system of social policies has ensured fairness, inclusiveness, and the people’s right to security. It also serves to help develop the economy, stabilise the political situation and social order, and raise the people’s material and spiritual life.

Most of the targets set in the resolution have been achieved or even surpassed. Among the 26 targets, five have been surpassed and completed ahead of schedule.

It is of special note that Vietnam’s human development index in 2020 saw an improvement in the ratings by the United Nations, from the 128th position out of the 187 members in 2011 to the 117th in 2020.

Deputy Minister Hoi stressed that the achievements have created trust and satisfaction among the people and affirmed the success of the regime under the leadership of the Party and the State.

Acting representative of the International Labour Organisation (ILO) in Vietnam Gulmira Asanbaeva said the issuance and implementation of the resolution marked a great breakthrough that creates a prerequisite for Vietnam to further approach international standards and best common practices on social security.

However, she also pointed out that huge challenges are still ahead which require further efforts so as to bring social security to all.

For all people: coverage, comprehensiveness

For the time to come, Hoi said the system of social policies for 2030 aims at all the people, inclusiveness and comprehensiveness. The system will meet society’s need for social security and services. Social policies must be built and implemented in a concerted way harmonious with economic development.

Vietnam is planning to issue a new resolution on social policies for the 2023-2030 period, with a vision to 2045, to manage and develop the society. The goal is to become a developing country with a high-medium income by 2030 and a developed country with a high income by 2045.

A draft of the new resolution will be submitted for the 13th Party Central Committee to pass at its seventh session, scheduled for the first half of the next year.

The ILO representative affirmed the organisation’s strong commitment to joining the Vietnamese Government, the Ministry of Labour, Invalids and Social Affairs and partners to realise the common vision on Vietnam as a state for all-people social security by 2030.

On June 1, 2012, the fifth session of the 11th Party Central Committee issued Resolution 15-NQ/TW on a number of social policies in the 2012-2020 period, focusing the two groups of basic policies on preferential treatments for those with great contributions and social security.

The goals set in the resolution include improving material and spiritual life, striving to make their life equal to or higher than their local average by 2015 and ensure social security and income, education, health care, housing, clean water and information supply by 2030./.
