She was addressing the opening of the 137th Inter-ParliamentaryUnion (IPU) Assembly’s general debate in Saint Petersburg, Russia, on October15, which was themed “Promoting cultural pluralism and peace throughinter-faith and inter-ethnic dialogue.”
In 2013, Vietnam’s NA approved a new Constitution which prohibits any discriminationagainst any of the country’s many ethnic groups, the top Vietnamese legislatorsaid.
TheState has devised policies that create conditions for ethnic minority groups tocontribute to national development.
The NA passed the Law on Belief and Religion in 2016, stipulating that everyonehas the right to freedom of belief and religion, as well as the right toexercise religious practices and attend religious festivals, she said.
Religious organisations in Vietnam have expanded their ties with internationalreligious organisations, she said, adding that many international religiousevents have been held in Vietnam.
To promote cultural pluralism and peace through inter-faith and inter-ethnicdialogue, NA Chairwoman Ngan proposed IPU members build legal frameworks toensure equal rights for ethnic and religious groups.
She also urged increased supervision over the implementation of Governmentpolicies that protect the rights of members of all religions, ethnic andcultural groups, contributing to national unity.
It is necessary to review and scrap laws and rules manifesting discriminationto ensure the involvement of people from all walks of life in the country’spolitico-socio-economic activities, the chief legislator said.
The IPU should encourage member countries to assess the efficiency of policiesand laws towards ethnic and religious groups, while paying more heed tocommunications work so as to strengthen their cooperation, she said.
NA Chairwoman Ngan also proposed enhancing bilateral and multilateralcooperation between the countries and their legislative bodies in cultural,religious and ethnic affairs.
She called on the countries to join hands to improve public awareness of inter-faithand inter-ethnic dialogue.
Nganappealed to the IPU to step up collaboration between legislative bodies of itsmember countries and UN mechanisms and international organisations, aiming topromote peace, cooperation and solidarity between nations, religions andcultures within each country as well as between countries. -VNA
