Vietnam shares Constitution amendment experiences with Laos

Vientiane (VNA) – Vice Chairman of the Vietnamese National Assembly (NA) Nguyen Khac Dinh and his Lao counterpart Chaleun Yiapaoher co-chaired a symposium on Constitution revision in Vientiane on July 4.

Speaking at the event, Dinh affirmed that the Constitution is a political and legal document, a fundamental law, and a root legislation of each country. It is enacted to record the achievements of a country's struggles for noble values and for national independence and self-reliance, assert the sovereignty of the people, guarantee human rights and social justice, and define forms and mechanisms of operation of each state entity.

Therefore, he said, amending and supplementing the Constitution is a significant task for every nation. Each time the amendment and supplementation is carried out, it is an occasion to look back on and evaluate the journey a country has passed, and select, inherit, and develop essence values to serve the nation's development in the next phase.

This work requires reformed mindset, organisation and operation of all components that make up a country's political system to meet national development requirements and people's expectations, Dinh stressed.

He also shared more information about the Communist Party of Vietnam (CPV)'s guidelines on the Constitution drafting, promulgation, revision and supplementation, the Party's viewpoint and orientation for this work, along with the enforcement of the Constitution in reality.

Other Vietnamese delegates presented speeches on the CPV’s thought and viewpoints on the Constitution building, the political system, the principles on state power organisation, human rights, rights and obligations of citizens, and the state apparatus.

Thanking Dinh and Vietnamese delegates for their information, Chaleun stressed that the Constitution amendment experiences that Vietnam shared this time are important lessons for the National Committee for the Amendment of the Constitution of Laos.

Applying these lessons and experiences will help Laos secure rich and coherent content for its 2015 Constitution after amendment, thus ensuring the organisation and operation of the Lao Party and State apparatus, and serving the rights and interests of the Lao people./.
