Vietnam and Myanmar issued a joint statement on President Truong TanSang’s visit to Myanmar from November 29-December 1.

At the invitation of the President of the Republic of the Union ofMyanmar, His Excellency U Thein Sein and Madame, His ExcellencyPresident Truong Tan Sang and Madame, accompanied by a high-leveldelegation of the Socialist Republic of Vietnam paid a State visit tothe Republic of the Union of Myanmar from 29 November to 1 December2012.
While in Myanmar , His Excellency PresidentTruong Tan Sang held bilateral talks with His Excellency President UThein Sein; met with His Excellency Thura U Shwe Mann, Speaker of thePyithu Hluttaw and His Excellency U Khin Aung Myint, Speaker of theAmyothar Hluttaw; attended the Vietnam-Myanmar Business Forum andvisited some sites of cultural and economic interests in Yangon .Bilateral talks between His Excellency President of Myanmar U Thein Seinand His Excellency President Truong Tan Sang took place following theofficial reception held solemnly at the Presidential Residence on 29November 2012 in Nay Pyi Taw.
His Excellency Presidentof the Republic of the Union of Myanmar U Thein Sein welcomed HisExcellency President Truong Tan Sang on his State visit to Myanmar ;congratulated Vietnam on important achievements recorded in allareas, particularly in controlling inflation, improving social securityand maintaining sustainable growth. His Excellency President U TheinSein also expressed confidence that Vietnam would successfullyimplement the “2011-2020 Socio-Economic Development Strategy” to turnVietnam into a modern-oriented industrial country in the near futurewith an increasing role and position in the region and the world.
His Excellency President Truong Tan Sang welcomed the ongoing effortsat political, economic and social reforms in Myanmar and congratulatedMyanmar on the positive results achieved in the course of reform andexpressed confidence that Myanmar would achieve steady growth andprosperity with an increasingly important role and position in theregion and the world.
The two Leaders were of theviews that the traditional relations of friendship and multi-facetedcooperation between Vietnam and Myanmar have been growing strongly,particularly in 12 prioritised areas namely agriculture, industrialcrops, fishery, banking and finance, aviation, telecommunication, oiland gas, mining, electric equipment production, automobile manufacturingand assembling, construction and trade and investment cooperation whichhad been agreed upon by the Leaders of both countries. They reaffirmedtheir commitments to further enhancing cooperation in various areas,which are beneficial to the two peoples, to the process of ASEANCommunity building by 2015, and to peace, stability, cooperation anddevelopment in Asia-Pacific.
The two Leaders highlyvalued the results of the recent high-level visits, including the Statevisit to Vietnam by His Excellency President U Thein Sein in March 2012,and reaffirmed the continuation of visits and contacts at variouslevels and via different channels as well as of existing bilateralcooperation mechanisms.
The two Leaders agreed toenhance defense-security cooperation on the basis of the Agreement ofDefense Cooperation signed in 2011 and the Agreement on CombatingCrimes signed in 2004, and to establish a vice-ministerial securitydialogue mechanism between the two sides .
The twoLeaders recognised the substantive results in bilateral trade andinvestment cooperation, pledged to bring annual trade volume to 500 USDmillion by 2015, and committed to continuously creating favorableconditions for enterprises of both countries to explore the investmentenvironment of each country, hence increasing investment flows betweenVietnam and Myanmar and vice versa. The two Leaders called for theexpeditious implementation of licensed projects from Vietnameseenterprises while accelerating the licensing of other projects. Theybelieved the signing of the Agreement of Cooperation between theRepublic of the Union of Myanmar Federation of Chambers of Commerce andIndustry (RUMFCCI) and the Vietnam Chamber of Commerce and Industry(VCCI) is a significant step towards an enhanced economic relationshipbetween both sides.
The two Leaders expressed theirsatisfaction over the new developments in potential areas, such asagriculture, planting of industrial crops, aqua-product cultivation andprocessing, healthcare, telecommunication, tourism, etc., welcomed thesigning of the Memorandum of Understanding on the Exchange of BankingSupervision Information between the State Bank of Vietnam and theCentral Bank of Myanmar and the Memorandum of Understanding on StrategicCooperation in Petroleum Sector between Energy Planning Department ofthe Ministry of Energy of the Republic of the Union of Myanmar andVietnam Oil and Gas Group (PetroVietnam) of the Socialist Republic ofVietnam; agreed to accelerate the conclusion of other cooperationagreements to create legal framework for cooperation in specific areas.
The two Leaders highly valued the active bilateralcooperation at regional and international fora, particularly in ASEAN aswell as other sub-regional cooperation mechanisms, such as CLMV,ACMECS, GMS, EWEC. They reaffirmed that the two countries would workclosely with other ASEAN member countries to achieve the goal of ASEANCommunity by 2015. His Excellency President Truong Tan Sang reaffirmedthat Vietnam would support and stand ready to coordinate withMyanmar in the latter’s capacity as the Chair of ASEAN in 2014.
The two Leaders agreed on the importance of the Mekong RiverCommission mechanism, particularly in management and sustainable use ofMekong ’s water resources for the benefits of each country and theregion.
The two Leaders reaffirmed the importance ofpeace, stability and mutual trust in the East Sea; respect forinternational law, including the 1982 United Nations Convention on theLaw of the Sea (UNCLOS); support of the ASEAN Declaration on SixPrinciples on the East Sea, including the full implementing of theDeclaration on the Conduct of Parties in the East Sea (DOC) and theearly achievement of the Code of Conduct in the East Sea (COC). Theywelcomed the Joint Statement of the 15 th ASEAN-China Summit on the 10th Anniversary of DOC.
