At the one-stop stand of the Hanoi Social Insurance. (Source: VNA)Hanoi (VNA) – The Prime Minister approved a master plan to implement the recommendations Vietnam has accepted in line with the UN’s second-circle universal periodic review (UPR) on human rights.
The plan reflects the determination, seriousness and responsibility Vietnam has developed for the implementation of the recommendations it has accepted, as well as its international commitments to human rights – particularly the pledges the country has made as it runs for membership in the UN Human Rights Council (UNHRC) for the 2014-2016 tenure.
The document identifies priorities and a roadmap to implement them in line with the UPR recommendations. It also ensures effective use of domestic and international resources. It aims to enhance cooperation among ministries and across sectors in the implementation.
The plan will focus on enhancing and protecting human rights in the socio-economic, cultural, civilian and political fields.
Other priorities include ensuring the rights of the vulnerable groups, enhancing education on human rights, bettering relevant legal framework, integrating into international standards on human rights, and implementing international human rights standards.
The plan aims to ensure constant social assistance for some 2.5 million people by 2020, of which elderly people are expected to make up more than 30 percent.
Other objectives are to assure 50 percent of the labour force is covered by social insurance, 35 percent covered by unemployment insurance and more than 80 percent with health insurance.
Additionally, other national target programmes will be accelerated by 2020, including those on employment and vocational training, education, health care, housing and new-style rural areas.-VNA
