Hoang Binh Quan, member of the CPV Central Committee and Head of theCPV Central Committee’s Commission for External Relations led theVietnamese delegation, while the German delegation was headed by EdelgalBulmahn, member of the German Parliament and its Committee on ForeignAffairs.
Addressing the two-day event, both Quan andBulmahn expressed their belief that the dialogue will contribute tofurther deepening the sound friendship and cooperation between the twoparties, while specifying the strategic partnership between the twocountries.
Quan noted that over the past years, theVietnamese Party and Government have paid much attention to the buildingof the social welfare system.
Evidently, the 1946Constitution recognised the rights of workers and public servants toaccess social insurance, and welfare for children, the elderly andpeople with disabilities, he said.
Besides, anumber of relevant agencies as well as laws and policies have beencompleted, creating a legal basis for the establishment and developmentof the social welfare system in Vietnam , he added.
He emphasised that the CPV is set to effectively integrate socialequality and renovation into every national development policy.
Notably, it approved Resolution 15-NQ/TU on social policies for the2012-2020 period, affirming that the policies, including those relatedto social welfare, provide momentum for steady and sustainabledevelopment in all periods and the social-political stability, he said.
Both host and guest agreed that this year’s dialoguetheme has significant and practical meaning in the context that the twocountries are exerting efforts to ease the impacts of the globalfinancial recession and economic crisis on the economies and socialwelfare conditions of both countries.
The dialogueenables both parties to learn from each other’s experience to promotesustainable development in each country, they said.-VNA
