Vietnam and China on June 21 issued a joint statement on the occasion of President Truong Tan Sang’s State-level visit to China from June 19-21 at the invitation of Chinese President Xi Jinping.

The joint statement says during the visit, President Sang held talkswith Chinese President Xi Jinping and met with Chinese Premier LiKeqiang and Chairman of China’s National People’s Congress (NPC)Standing Committee Zhang Dejiang. In a frank and friendly atmosphere,the two countries’ leaders exchanged views in depth and reached broadcommon perceptions on deepening the Vietnam-China comprehensivestrategic cooperation in the new situation as well as on regional andinternational issues of mutual concern.

In addition to Beijing , President Sang visited Guangdong province.

The two sides looked back on the development process of theVietnam-China relationship and agreed that the Vietnam-China friendshipis a valuable common asset of the two peoples. They affirmed to complywith the important common perceptions reached by the two countries’leaders over the past years on developing the Vietnam-China friendship,consistently follow the motto of “friendly neighbourliness,comprehensive cooperation, long-term stability and looking toward thefuture” and the spirit of “good neighbours, good friends, good comradesand good partners”, incessantly reinforcing strategic trust anddeepening mutually beneficial cooperation in various fields, settlingexisting issues in a satisfactory manner, strengthening coordination inregional and international issues, and fostering the healthy, stable andlong-term development of the Vietnam-China relationship.

Vietnam and China are both in the key stage of theirsocio-economic development. The two sides consider each other’sdevelopment as its own development opportunity, and agreed to deepentheir comprehensive strategic cooperation, focusing on maintaininghigh-ranking contacts through diverse and flexible forms such asbilateral visits, telephone calls via hotline and meetings on thesidelines of multilateral forums to increase strategic exchanges andhave a thorough grasp of sound orientations for developing bilateralties.

The two sides made positive assessments of theoutcomes of the 6 th meeting of the Vietnam-China Steering Committeefor Bilateral Cooperation and agreed to continue making the best use ofthis important mechanism and boost the overall mutually beneficialcooperation in various fields, bringing more benefits to the twocountries’ people. The two sides agreed to work together to well carryout the action programme to implement the Vietnam-China comprehensivestrategic cooperative partnership signed during this visit, thusfostering result-oriented cooperation between the two nations.

The two sides expressed their pleasure at the development of therelations between the Communist Party of Vietnam and the Communist Partyof China over the past years. They agreed to deepen cooperation betweenthe two Parties, facilitate the smooth operation of exchange andcooperation mechanisms between the two Parties’ Commissions for ExternalRelations, and Popularisation and Education, and strengthen cooperationin training Party and State officials. The two sides also agreed toclosely coordinate with each other to well organise the 9 th TheoryConference between the two Parties and further increase the exchange ofexperience in Party building and State management, intensifying thebuilding of the Party and State in each country.

Thetwo sides made positive assessment about the outcomes of the 4 thdeputy defence minister-level strategic dialogue on defence and agreedto maintain high-level contacts between the two armies and bring intofull play the role of the strategic defence dialogue and the telephoneline directly connecting the two defence ministries in order to enhancemutual trust.

They agreed to well implement theborder defence cooperation agreement (revised) between the two defenceministries of Vietnam and China , which was inked during thisvisit and continue conducting joint land border patrols.

They reached consensus on deepening land and sea border defencecooperation with two joint naval patrols to be carried out in theTonkin Gulf this year.

The two sides agreed toenhance exchanges and coordination in regional multilateral securityissues as well as exchanging and studying new forms and contents inimplementing defence cooperation, thus deepening cooperation between thetwo armies.

The two sides agreed to deepencooperation in law enforcement and security, promote result-orientedcooperation in such areas as preventing and fighting trans-bordercrimes, ensuring social order and security as well as building lawenforcement capacity, early implementing joint law enforcementactivities in different areas while maintaining security and stabilityin areas along the shared border line. They agreed to accelerate theimplementation of cooperation between marine police agencies. They alsoreached consensus on the early start of negotiations on a “Vietnam-ChinaExtradition Treaty” in the second half of this year.

The two sides reached consensus on enhancing strategic coordination ineconomic development and well carrying out the “five-year developmentplan for economic-trade cooperation between Vietnam and China for the2012-2016 period” and the list of key cooperative projects, furtherfostering cooperation in the fields of agriculture, fisheries,transport, energy, minerals, manufacturing and supporting industries,and services and in the “two corridors and one economic belt” region.The two sides will actively take effective and drastic measures to pushfor bilateral trade balance on the basis of ensuring the stable growthof bilateral trade, and strive to fulfill the goal of 60 billion USD inbilateral trade ahead of schedule. The two sides will continue toaccelerate the building of important economic and trade projects in thefields of energy, industrial parks and land transport connectivity withpriority given to road and railway projects connecting the twocountries’ land border areas such as the expressway linking Vietnam’snorthern mountainous province of Lang Son and Hanoi.

Both agreed to further deepen cooperation in agriculture, cultureand science and technology while strengthening linkages betweenprovinces and border autonomous regions of the two countries.

The two sides concurred in seriously implementing the working plan in2013 of the Vietnam-China Land Border Joint Committee. They madepositive assessment of the two countries’ establishment of theVietnam-China Joint Committee on Land Border Gate Management duringPresident Sang’s visit, and agreed to step up the opening and upgradingof border gates between the two countries, intensify the building andmanagement of infrastructure of border gates and improve conditions aswell as efficiency of the flow of people, goods and means of transportthrough border gates to serve travelling and socio-economic development.They agreed to soon kick-start the construction of Vietnam-China BacLuan 2 bridge. The two sides reached consensus on the organisation of anew round of negotiations on an agreement on regulations for free travelof ships at the mouth of the Bac Luan river and an agreement on tourismcooperation and development at Bac Gioc waterfall in the second half ofthis year, with a view to early making real progress. The two sideswill increase exchanges and technical cooperation in the management ofrivers and streams in the border areas, the control of natural disastersand floods, and the use and protection of water resources ofcross-border rivers and streams.

The two sides willcontinue to well implement the “Agreement on Fishery Cooperation in theTonkin Gulf” and actively conduct research on new joint checkingmethods in the common fishery zone in the Tonkin Gulf. They highlyvalued the agreement between the Vietnamese Ministry of Agriculture andRural Development and the Chinese Ministry of Agriculture on setting up ahotline to deal with unexpected incidents in fishing activities at seawhich was signed during this visit, and agreed to settle unexpectedincidents in fishing activities at sea between the two countries in asatisfactory manner in line with the two countries’ relationship.

The two sides exchanged their views on sea-related issues in a sincereand straightforward manner and reached consensus that the two Partiesand States should maintain regular exchanges and dialogues onVietnam-China sea-related issues, instruct and advance the satisfactorysettlement of sea-related issues from the strategic height and thegeneral situation of the two countries’ relationship. The two sides willseriously carry out the agreement on basic principles guiding thesettlement of sea-related issues between Vietnam and China, make gooduse of such mechanisms as border and territory negotiations at thegovernmental level, persistently seek fundamental and long-termsolutions acceptable to both sides through consultations and friendlynegotiations, and actively study transitional solutions that do notaffect each side’s stand and guidelines, including research anddiscussions on cooperation for mutual development.

The two sides agreed to intensify negotiations of the Working Group onthe sea off the Tonkin Gulf based on the principles of easy things firstand step-by-step, thus firmly advancing negotiations on delimitation ofthe sea area off the Tonkin Gulf, and actively promote cooperation fordevelopment in these waters. This year, a joint survey in the waters offthe Tonkin Gulf will be launched, and the locations and fields ofcooperation will be specified soon for implementing negotiation tasks ofthe Working Group on the area off the Tonkin Gulf.

The two sides welcomed the amendments to an agreement on joint surveyin the defined area in the Tonkin Gulf signed between the two nations’relevant businesses, which expands the defined area and extend the termof the agreement as well as promoting joint exploration for oil and gascomposition across the delimitation line in the Tonkin Gulf for positiveprogress.

The two sides agreed to increasenegotiations of the Working Group on Vietnam – China cooperation in lesssensitive issues at sea, implement one or two projects among the agreedthree this year, which are a project on coordinating search and rescueactivities at sea, another on research and management of marine andisland environment in the Tonkin Gulf and the third on comparativeresearch on sediments dating back to Holocene epoch in the Red RiverDelta and the Yangtze River Delta. They are set to continue boostingcooperation in marine environment protection, marine scientific studies,search and rescue at sea, natural disaster control and transportconnectivity at sea.

Before sea-related issues aresettled thoroughly, the two sides agreed to stay calm and restrainthemselves so as not to complicate and expand disputes, at the same timemake good use of the hotline for managing and controlling crisis at seabetween the two Foreign Ministries, properly settling emerging issueswith a constructive attitude, not letting the issue affect the overallsituation of the Vietnam-China relations as well as peace and stabilityin the East Sea. They reached consensus on the comprehensive andeffective implementation of the Declaration on Conduct of Parties in theEast Sea (DOC) to together maintain peace and stability in the EastSea .

The Vietnamese side affirmed that it willpersistently pursue the One China policy, back the peaceful developmentof the Cross-Strait relations and the great cause of re-unification ofChina , resolutely protest any separatist acts in any form. Vietnamwill not develop any official tie with Taiwan . The Chinese sidewelcomed Vietnam’s stance.

The two sides agreedto enhance coordination and collaboration at multilateral forums likethe United Nations, World Trade Organisation, Asia-Pacific EconomicCooperation Forum, Asia-Europe Meeting, ASEAN Regional Forum, ASEAN plusChina Summit, ASEAN plus China-Japan-Republic of Korea Summit and EastAsia Summit, to together maintain peace, stability and prosperity in theworld.

The two sides were unanimous in making thisyear, the year marking the 10 th anniversary of the ASEAN- Chinastrategic partnership, as a chance to implement comprehensively thecommon perception reached by ASEAN and Chinese leaders, hold activitiesin celebration of the anniversary, keep expanding and deepening theASEAN-China cooperation in the fields of economy-trade, transportconnectivity, oceanography and social sciences and humanities, furthercontributing to peace, stability and prosperity in the region.

The two sides expressed their satisfaction with the outcomes ofPresident Sang’s visit to China. They shared the view that the visithas an important significance in promoting the development of the twonations’ relations. President Sang thanked the Chinese side for theirwarm and friendly reception and invited President Xi Jinping to visitVietnam.-VNA
