Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc has just approved aproject to implement the “ASEAN Declaration on the Role of the Civil Service as A Catalyst for Achieving the ASEAN Community Vision 2025”.

The project aims to promote national-level implementation of the goals set inthe declaration, contributing to building an ASEAN Community that ispeople-centred and socially responsible.

Ministries, agencies and localities are asked to build and issue action plansin 2019 to realise the project. During 2019-2025, all of the public servantswill receive training and be well equipped with knowledge of the ASEANCommunity while 80 percent of them will be trained on administrative skills andstate management, meeting standards of ASEAN member states’ civil servicesystem.

Also, popularisation work will be a focus to raise awareness of the officialsand civil servants of the ASEAN Community Vision 2025. The project will apply ASEAN’sgood governance principles in the programme on civil service reform andimproving capacity of ministries, agencies and localities, including buildingtransparent, responsible and effective administrative organisations which areable to address new challenges.

The project encourages formation of a group of ASEAN experts in differentsectors, enhance information sharing, and promote coordination amongministries, agencies and localities in ASEAN cooperation.

Heads of States and Governments of ASEAN member states inked the ASEANDeclaration on April 29. The declaration recognises the significance of thecivil service as the backbone of good governance and a catalyst for enhancedcross-sector and cross-pillar cooperation in building the ASEAN Community.

The civil service plays a pivotal role in providing vital public services tothe people of ASEAN and driving national and social development which areimportant in ensuring that the people feel the benefits and relevance of ASEANto their lives.-VNA
