Katowice (VNA) – Vietnam has called on countries around the world to raise the spiritof cooperation and harmonise their own interests with international concerns incoping with climate change.
Deputy Minister ofNatural Resources and Environment Le Cong Thanh made the appeal whileaddressing the closing session of the Talanoa Dialogue, which formed part ofthe 24th Conference of the Parties to the United Nations Framework Conventionon Climate Change (COP24) in Katowice, Poland, on December 12 evening (localtime).
He said that sincethe Paris Agreement on climate change was adopted three years ago, theinternational community has made all-out efforts to realise the pact, includingthe building of the Paris Agreement Work Programme (PAWP).
Thanh suggested thatinternational commitments within the UN Framework Convention on Climate Change(UNFCCC) and the Paris Agreement should be intensified and not reversed,renegotiated, nor deliberately misunderstood as climate change remains a globalresponsibility.
Developed countriesshould make strong, clear commitments to provide finance, transfer technologies,and enhance capacity for developing nations in order to help them implement theagreement, thus turning the nationally-determined contribution (NDC) partnershipinto reality, he said.
The deputy ministerstressed that pre-2020 climate actions are significant in narrowing the gaps ofgreenhouse gas emissions, calling on countries that have yet to adopt the DohaAmendment to promptly complete ratification procedures.
The move aims toconsolidate trust between concerned parties and create momentum for theimplementation of post-2020 climate actions, he said.
Vietnam has setforth a plan to carry out the Paris Agreement, focusing on the implementationof the NDCs towards completing targets of cutting greenhouse gas emissions,adapting to climate change, and increasing national resistance.
The work has alsobeen integrated into socio-economic development by administrations at alllevels, sectors, businesses, communities, and citizens, Thanh said.
Vietnam has kickedoff the NDC update as requested at COP21, and begun the building of the thirdnational notice, which is expected to be completed in 2019.
The country will seta clear roadmap on climate change response, contributing to global efforts inthe combat, he added.–VNA
