Hanoi (VNA) - Many insiders have said that the people should betrusted and relied upon in the selection of capable and honest officials as the 13th National Party Congress, slated for the first quarter of 2021, is nearing.

The selection of such officials at Party Congresses at all levels shouldbe based on field surveys and multidimensional opinions, they stressed, adding the supervisory role of Party officials and members, residents, andsocio-political organisations should be further promoted during theintroduction and appointment process so as not to miss out the virtuous andtalented.

Nguyen Tuc, Chairman of the Cultural and Social Advisory Council of theVietnam Fatherland Front (VFF) Central Committee, said the Party has renovated itself five times since the “Doi Moi” (reform) process was introducedin 1986. Particularly after the 12th National Party Congress and thefourth conference of the 12th Party Central Committee, the Partycontinued reviewing and making radical changes, with a desire to build a strongand transparent organisation.

He added that the development of a multi-sector economy under amarket mechanism requires the harmonious settlement of interests betweenindividuals and collectives.

However, some officials and leaders did not resolve this relationshipwell. Many, he said, after being appointed to leadership positions with power beganto cultivate benefits for themselves and their families instead of serving thepeople and the country, leading to corrupt behaviour, as well as buying and sellingpositions. Such cases have been strictly punished by the Party and the State.

To identify those people in positions who become rich quickly and abnormally, it is necessary to rely not only on the Party and State apparatuses but more importantly on the people, Tucsaid. Therefore, the list of cadres nominated to the 13th Party Central Committee must be publicised so that the people can perform their supervisoryrole.

Sharing the same view, Duong Quang Phai, a former official of the Party Central Committee's Inspection Commission, said the personnel work should be made public for the peopleto choose.

If the personnel selection does not rely on those people who obtain information on the candidates, then it will certainly be difficult to find officials of quality, said former Presidentof the VFF Central Committee Pham The Duyet.

Many comments emphasised that the fact that numerous officials being disciplinedin the recent past provides a valuable lesson in the personnel selection and appointment.

Personnel selection must go through more channels, not only throughthe appointment process of Party and State agencies, and feedback from votersand people as well as from socio-political organisations should be heard./.
