Training course guides how to benefit from ASEAN cooperation funds

HCM City (VNA) – The Ministry of Foreign Affairs (MoFA) and theASEAN Secretariat is hosting a training course in HCM City from October 9-10 toguide how to draw projects to take advantage of resources from ASEAN andASEAN-dialogue partners cooperation funds.

The event offers an opportunity for researcher and leaders of professionalagencies in southern cities and provinces to update knowledge about ASEAN, getdeeper insights into development cooperation mechanisms and projects, ASEAN andASEAN-dialogue partners cooperation funds as well as possibilities of makinguse of these funds.

According to the MoFA, in recent times, the localities have actively implementedforeign relations work and enhanced international cooperation. They are in needof support resources to contribute to their socio-economic development.

However, many of them are yet to have full information about the objectives andcriteria of these funds as well show their embarrassment in accessing the funds’capital sources to develop projects.

Duong Hai Hung, deputy head of the ministry’s ASEAN Department, the course aimsto provide information and guide how to apply development cooperation projectsas well as to build, supervise and assess the projects in line with the standardprocess set by the ASEAN Secretariat.

The ASEAN cooperation projects must ensure the purposes and principles of ASEANin realising development cooperation among parties as well as the central roleof ASEAN, common rules and non-discrimination.

At present, there are over 70 cooperation funds and programmes within theframeworks of ASEAN and ASEAN with dialogue partners. Over the past time, thesefunds and programmes have significantly contributed to boosting collaborationwithin ASEAN and between the bloc and its dialogue partners, especially in suchfields as connectivity enhancement, development gap narrowing, and response to commonchallenges.

According to Tran Phuoc Anh, Deputy Director of the HCM City Department ofExternal Affairs, during the course, participants can study resources todevelop projects, share difficulties in the project making and implementation,and propose ideas and initiatives to carry out projects.

They also look into the organisational structure and operation of ASEAN as wellas the scale, criteria, priorities, processes, and approval procedures of theASEAN and ASEAN-dialogue partners cooperation funds.-VNA
