The opening hour rates at commercial banks stayed stable compared to October22.
Vietcombank offered the buying rate at 23,300 VND per USD and the selling rateat 23,390 VND per USD, unchanged from October 23.
BIDV kept its both rates unchanged from the previous day, listing its buyingrate at 23,300 VND per USD and selling rate 23,390 VND per USD.
At Techcombank, the greenback is being bought at 23,280 VND and sold at 23,390VND per USD, unchanged from the previous day. -VNA
