Priority will be given to investment in strategicinfrastructure such as transport, IT and telecommunications, as well as infrastructure inindustrial parks, seaports, and port services.
As much as 11.7 trillion VND will be allocated in2021 alone.
Along with focusing on completinginfrastructure at key seaports such as Con Ong - Hon Net, Hai Ha, Van Ninh andNam Tien Phong, the province has outlined planning schemes to build international-standardmarinas at Cua Luc Bay, while mobilising resources to complete construction ofVan Don – Mong Cai highway and Ha Long – Cam Pha coastal road, Cua Luc 1 and 3bridges in 2021, as well as road and bridge to Hon Net – Con Ong port in 2022.
Regarding infrastructure development at economic and industrial parks, QuangNinh province will arrange capital to build essential works to attract investmentin processing projects, high-tech manufacturing, clean industry, smart industry,high-end sea tourism, and international standard service complex.
During 2016-2021, the province disbursed more than 49 trillion VND in publiccapital. Total social investment in the period was estimated at nearly 345 trillionVND, or 1.6 times higher than the figure recorded during 2011 - 2015.
The gross regional domestic product (GRDP) of Quang Ninh was estimated at 10.05 percent in 2020 despite the adverse impact of COVID-19.
The province’s State budget collection is projected at 49.3 trillion VND (2.13 billion USD), surpassing the year’s target by 9.4 percent and up nearly 7 percent compared to the same period of 2019.
Budget collection from export-import activities surged by 29 percent against the estimates, while domestic collection fulfilled the set target with 37 trillion VND, rising 7 percent.
Secretary of the provincial Party Committee and Chairman of the People’s Council Nguyen Xuan Ky said Quang Ninh will spare no efforts in carrying out the dual targets of protecting people’s lives and boosting socio-economic development in the coming year, especially keeping its GRDP growth in the double digits.
The province has set a goal to have modern industry and service sectors and become one of the region’s comprehensive and dynamic development hubs by 2025.
At its 21st session held on December 7 last year, the provincial People’s Council set an annual GRDP growth target of about 10 percent for the 2021 – 2025 period.
In 2021, Quang Ninh looks to maintain its GRDP growth rate at more than 10 percent and total state budget revenue of over 51 trillion VND.
Over the past five years, it has experienced high and sustainable growth, with an average annual growth rate of 10.7 percent. Average GRDP per capita is estimated at 6,700 USD in 2020, two times higher than the country’s average figure.
It topped the Provincial Competitiveness Index (PCI) rankings for the third year in a row in 2019, according to the PCI 2019 report from the VCCI.
In addition to the PCI, Quang Ninh also led the country in the Public Administration Reform (PAR) Index for three consecutive years, in 2017, 2018, and 2019. The province has also been among the best performers in the Satisfaction Index of Public Administrative Services (SIPAS) for many years and rose to the top in 2019.
It has also made great strides forward in improving governance and public administration capacity, moving from 62nd place in 2016 to third in Vietnam’s 2019 Provincial Governance and Public Administration Performance Index (PAPI) list./.
