Prime Minister stresses importance of law, institution building

Hanoi (VNA) - Prime Minister Nguyen Xuan Phuc onNovember 24 stressed the importance of building laws and institutions in orderto build a socialist law-governed state. 

The Government leader made the statement while addressing aconference on law building and enforcement, which was held online with theparticipation of officials from the country’s 63 cities and provinces. 

He highlighted the responsibility of and coordination betweenrelevant agencies in law building, saying more effort is needed to raiseefficiency in law enforcement. 

To ensure the quality of bills, it is necessary to follow theset process, the PM said, adding that laws need to ensure the power of thepeople.  

He also underlined the requirement that domestic laws mustmatch international laws, considering the country’s intensive international integrationand participation in a large number of free trade agreements (FTAs). 

The PM asked the judicial sector to promote its role as the“conductor” in law building and enforcement, and ministers, heads ofministerial-level agencies, and chairpersons of provincial People’s Committeesto directly instruct law enforcement.

He said the Government has synchronously implemented alaw-building strategy in combination with judicial reform, and has madesignificant achievements in this regard. 

PM Phuc attributed Vietnam’s successes in containing theCOVID-19 pandemic and socio-economic development to its legal system, which hedescribed as complete, uniform, transparent and feasible, as well as to the closecoordination between the National Assembly and the Government. 

He also pointed out limitations in law building work,however, such as the low quality of certain bills, delay in drafting bills, andineffective coordination between ministries and agencies in the task.
The Government leader required ministers, heads ofministerial level agencies and chairmen of provincial level People’s Committeesto personally direct law building and enforcement work./.
