Politburo issues disciplinary warnings for MIC leaders

The Political Bureau of the Party Central Committee on July 12 issued a warning as a disciplinary measure against Truong Minh Tuan, member of the Party Central Committee, Secretary of the Party Committee of the Ministry of Information and Communications (MIC) and MIC Minister.

Hanoi (VNA) – The Political Bureau of the PartyCentral Committee on July 12 issued a warning as a disciplinary measure againstTruong Minh Tuan, member of the Party Central Committee, Secretary of the PartyCommittee of the Ministry of Information and Communications (MIC) and MICMinister.

Tuan, who is also a member of the Party Committee of theCentral Agencies Bloc for 2015-2020, was also relieved from his post as Secretaryof the Party Committee of the MIC for the 2016-2021 term.

The decision was made during a meeting of the Politburo inHanoi, chaired by  General Secretary ofthe Communist Party of Vietnam’s (CPV) Central Committee Nguyen Phu Trong.  

The Politburo also asked the Government’s Party Committee toinstruct the implementation of administrative disciplines against Tuan in linewith Party disciplines.

According to the Politburo, Tuan must bear theresponsibility for the violations and wrongdoings committed by the ministry’sParty Committee for 2011-2016 term when he was serving as a member of the PartyCommittee of the MIC and MIC Deputy Minister.

He violated the principle of democratic centralism andworking regulations, showed a lack of responsibility and lax in leadership when tasked to direct the implementationof the project on the purchase of 95 percent of shares at the AVG AudiovisualJSC by the MobiFone Telecommunications Corporation. He also signed Decision No.236/QD-BTTTTdated December 21, 2015 on the ministry’s approval of the project, as well as anumber of related documents against regulations, including documents beyond hisassigned duty.

In his capacity as Secretary ofthe MIC’s Party Committee and MIC Minister from April 2016, Tuan is heldresponsible for the violations and wrongdoings committed by the committee forthe 2016-2021 tenure.

During the meeting, the Politburo also concluded that NguyenBac Son, former Party CentralCommittee member, former Secretary of the Party Committee of the MIC, andformer Minister of the MIC, takes the main responsibility for violations andwrongdoings committed by the Party Committee for 2011-2016.

He violated the principle ofdemocratic centralism and working regulations, and showed signs of impositionand a lack of democracy in leadership and steering work. He directly decidedand instructed on many of the project’s contents that were against legalregulations. He signed project-related documents that were submitted to thePrime Minister for approval and assigned his subordinates to sign a number ofproject-related documents that were against regulations and not included intheir duty description. He made insufficient direction and inspection duringthe project implementation. 

The Politburo said the violationsby Son and Tuan are very serious. It, therefore, asked the Party CentralCommittee to consider serious disciplines against Son within its authority.

According to the Politburo, theMIC’s Party Committee committed serious violations in the case, causing hugelosses to the State budget and seriously affecting the operation andequitisation of Mobifone, harming the prestige of Party organisations and theministry, and stirring public anxiety. It also let some of the ministry’sleaders seriously violate working regulations and fail to complete theirassigned tasks. 

 At a meeting in Hanoi onJuly 10, the Secretariat of the CPV Central Committee decided to issue awarning against the committee. -VNA
