Pointing out indiscipline, corruption, prolonging groupinterest and red tape as hindrance to national economy, he said agencies needto deal with them to bring the country forward.
The PM requested continuing to promptly remove unreasonable andunnecessary business conditions.
The Vietnamese business environment must be made better withthe principle of equality, safety, transparency and cost reduction, he said,adding that it is necessary to improve the efficiency of State managementthanks to the support of technological advances and personnel appraisal work.
He said in the recent two years, business climate hasimproved but the result is uneven among ministries, agencies and localities.
The government asked ministries and agencies to cut half of goods subject toinspection and half of business conditions. Many ministries and agencies areyet to build and submit recent decrees to the government with October 31 as thedeadline. Meanwhile, only 47 out of 284 procedures have been connected to thenational one-stop shop portal.
They were required to fine-tune the draft decree onamendments and supplements to legal regulations on business conditions tosubmit to the government and PM before August 15 so that it could bepromulgated before October 31.
He asked them to devise solutions as required by ResolutionNo.19 on improving business climate and national competitiveness whileconnecting all administrative procedures on the national one-stop portal.
Improving business climate must be considered a politicalmission, he said, adding that administrative reform must be done in a practicalway.
The leader underscored the need to rearrange taxation,customs, treasury and social insurance units and devise a better and fairerpersonnel assessment mechanism.
He reminded ministries, agencies and localities to raisepublic awareness of policies and guidelines so as to fight untruthfulinformation and fabricated rumours, and build strong political system at thegrassroots level.
The PM required each government member, Chairs andSecretaries of cities and provinces to review what they and localities havedone to meet demand of the country and people.
Each unit and individual must think creatively fordevelopment, including in the fight against corruption and group interest whilestrengthening inspection, he said.-VNA
