PM presents Government’s apparatus at legislative session

Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc presented a report on the organisational structure of the Government in the 2016-2021 tenure at the first session of the 14th National Assembly (NA) in Hanoi on July 25.

The PM pointed out limitations in certain fields and suggested improving functions, tasks, organisation, working regulations and increasing responsibilities of each ministry, ministerial-level agencies and staff to carry out the missions entrusted by the Party, State and people.

He proposed the NA consider keeping the Government’s organisational structure in the legislature’s 14th session as it was in the13th session, including 18 ministries and four ministerial-level agencies.

This structure has been maintained since the NA’s 12th session, said Chairman of the NA Law Committee Nguyen Khac Dinh, adding that in the 2011-2016 tenure, the Government needs to maintain multi-sector management with each agency mainly responsible for a specific field.

Through this structure, the Government has effectively managed the social-economic aspects to run the country, albeit with a number of difficulties and challenges, he said.

However, some restrictions still exist such as an incompatible distribution of work, unclear authority and responsibilities, and ineffective coordination between Governmental agencies, he noted.

The NA Law Committee reckoned that the maintenance of the Government’s organisational structure in the 14th legislature’s tenure will enable the Cabinet to continue realising its functions and tasks as stipulated under the Constitution and legal regulations, as well as promote the positive outcomes gained in the previous tenure.

The Government will revise and promulgate new resolutions defining functions, tasks, power, and apparatus of ministries and ministerial-level agencies to address any overlaps.

The same day, deputies discussed in groups the Government’s organisational structure. On the morning of July 26, the NA Standing Committee will report the outcome of the discussions to the legislature.-VNA
