Cabinet members shared the view that in October and the first 10 months of 2022, the economy hascontinued recovering while inflation has been kept under control, macro-economicstability basically maintained, and major balanced ensured, which have generatedroom for resolving difficulties and responding to external challenges, andcreated more advantages for attracting resources for national development.
Pointing out considerable difficultiesand challenges ahead, as well as mounting pressure from both inside and outsidethe economy, they underlined the need for more flexible and proactivegovernance measures that adapt to the new context and match both domesticsituation and common policy trends in other countries.
In his remarks, PM Chinh said manybright spots have been recorded in most socio-economic aspects in October andthe first 10 months, elaborating that the 10-month consumer price index (CPI) hasrisen 2.89%, trade turnover topped 616 billion USD (up 14.1%) with a surplus of9.4 billion USD, major balanced been guaranteed, and industrial productioncontinued rebounding.
Social security has continued toreceive attention. Cultural, social, sport, diplomatic, defence, and securityaffairs have also seen outstanding results. Notably, the monetary policy hasbeen implemented in a prudent, steady, proactive, and flexible manner andharmoniously coordinated with the fiscal policy, according to the government leader.
He attributed the abovementionedresults to the clear-sighted leadership by the Party Central Committee,Politburo and Secretariat; the State’s important decisions, including theNational Assembly’s resolutions; the Government’s strong and focus-drivenactions; active and effective engagement by the Vietnam Fatherland Front,socio-economic organisations, and the entire people; efforts by the wholepolitical system and the business community; assistance from internationalfriends; and especially the unanimity and support from all people nationwide.
The PM also noted certaindifficulties and shortcomings related to macro-economic stability; inflationcontrol; the stock, corporate bond, real estate, labour, and science -technology markets; the implementation of the socio-economic recovery anddevelopment programme, along with the national target programmes; and publicinvestment disbursement.
Regarding tasks for the time ahead,he demanded ministries, sectors, and localities stay proactive, coordinateclosely with one another to handle obstacles, and quickly and effectively carryout solutions to achieve set targets.
Stressing the need for more timely,precise, and effective policy response, he repeated the overall goal is to stabilisethe macro-economy, promote growth, and guarantee major balances.
Monetary and fiscal policies must beprudent, flexible, and effective and harmoniously combined with othermacro policies, he added.
The Government leader ordered providingsufficient capital for the economy, especially the three growth drivers ofconsumption, investment, and import - export; ensuring security and safety interms of the currency, credit, finance, public debt, food, energy, andinformation; strongly boosting growth drivers in terms of both supply anddemand; and accelerating the performance of tasks and solutions identified inthe socio-economic recovery and development programme.
PM Chinh told ministries, sectors,and localities to speed up public investment disbursement, facilitateproduction and business activities, keep a close watch on supply - demand andprice changes to take appropriate actions, continue diversifying exportmarkets, step up administrative procedure reforms, boost comprehensive andsubstantive digital transformation, devise appropriate support policies to guaranteesocial security and improve people’s living standards, and gear up responseplans in anticipation of natural disasters.
He also underlined the tasks ofmaintaining social security and order, preparing for diplomatic activities ofParty and State leaders, resolutely fighting corruption, and increasingcommunications to disseminate the Party’s guidelines and the State’s policiesand actively deal with fake news and hostile viewpoints./.
