Hanoi (VNA) - Prime Minister NguyenXuan Phuc has underlined the need to accelerate the building of a digitalgovernment, digital administration and smart urban system, affirming that the applicationof new technologies will contribute to speeding up policy response and promptlydetecting shortcomings in law enforcement.
Speaking at a national workshop on legal issues for building and improvingVietnam’s legal system amid the fourth Industrial Revolution in Hanoi on June24, the Government leader said training legal human resources must keep pacewith new trends of technology development.
He asked relevant ministries and sectors tourgently review the current legal documents to better assess theircompatibility with the fourth Industrial Revolution and promptly proposedirections for amendments and supplements.
PM Phuc requested the Ministry of Justice to focus on studying and puttingforth specific issues as well as solutions to speed up the building, issuance andeffective implementation of laws.
Meanwhile, he asked the Ministry of Planning and Investment to soon completeand submit to the Government for consideration and promulgation of a national strategy on the fourth Industrial Revolution, and closely coordinate with theMinistry of Information and Communications to build and complete a nationaldigitization project.
The PM urged the Ministry of Public Security to urgently complete a nationalidentity database, serving as a foundation for e-identification and e-authentication, and information sharing in a safe and effective manner;and soon fulfill guidelines forthe implementation of the Law on Cyber Security, thus ensuring both digital social-economicdevelopment and network security.
He asked the State Bank of Vietnam to assessthe impact of appearance and circulation of digital currencies or e-wallets,thus proposing appropriate policies, and soon submit to the Government for the issuanceof regulations on new forms of capital mobilization and credit.
The Ministry of Information andCommunications should focus on improving institutions, policies and laws topromote the development of information technology infrastructure, soon deploy 5Gnetwork and meet requirements of the application of the Internet of Things (IoT) as soon as possible, and coordinate with theState Bank of Vietnam in promoting e-payment, with new forms of payment viamobile (mobile money) or e-wallets, he said.
Vietnam is standing in front of a great opportunity to realise its aspiration fora prosperous and powerful nation if it can effectively apply core technologiesof the fourth Industrial Revolution such as artificial intelligence, IoT, bigdata, block technology, cloud computing into socio-economic development, hestressed.
The government leader affirmed that the quality of Vietnam’s economic growth hasimproved remarkably in recent years, and a number of technological enterpriseshave enjoyed spectacular growth and become prestigious brands such as Vietteland VNG.
The PM asked relevant agencies to identifyexactly legal issues related to technologies, in order to build the nation’s effectivelegal system amid the current revolution.
Hosted by the Ministry of Justice, theworkshop began a national discussion on the future of the legal system in thecontext that the fourth Industrial Revolution has strongly impacted on Vietnam’ssocio-economic development.-VNA
