Party’s punishments decided for PVN former executives

The Party Central Committee’s Inspection Commission has decided disciplinary actions for a number of former executives of the National Oil and Gas Group (PVN) for their serious legal violations that caused great economic losses and negatively affected the prestige of the Party Organization and related individuals.

Hanoi (VNA) – The PartyCentral Committee’s Inspection Commission has decided disciplinary actions fora number of former executives of the National Oil and Gas Group (PVN) for theirserious legal violations that caused great economic losses and negatively affectedthe prestige of the Party Organization and related individuals.

During their 14th meeting fromApril 24-26, the Commission found that the PVN Party Committee’s Standing Boardin 2009-2015 was irresponsible to direct, supervise, monitor and manage theParty Organization and members, causing serious violations of Party regulationsand legal rules.

The Standing Board was negligent inadvising the PVN Party Committee in issuing Resolution 233/NQ-DU on August 17,2009, leading to the approval of many illegal contract packages, and allowingthe Member Council to issue Resolution 4266/NQ-DKVN on May 16, 2011 on investingin OceanBank in contrary to the Law on Credit Institutions. It wasirresponsible to use and manage capital, assets, and investment, sparking atotal investment loss of 900 billion VND (39.59 million USD), including 800billion VND (35.19 million USD) to OceanBank.

The Commission asked the Party Committee of the Central Business Bloc toquickly take disciplines against the PVN Party Committee’s Standing Board.

The Commission clarified that formerSecretary of the Party Committee and former Chairman of the Member Council ofPVN Dinh La Thang, who is now a Politburo member and Secretary of the Ho ChiMinh City Party Committee, bore the prime responsibility for the issuance ofthe resolutions as well as wrongdoings of the Party Committee’s Standing Boardand the Member Council of PVN in 2009-2011.


He was found to violate theworking regulations of the group’s Board of Directors by signing an agreementon contributing to 20 percent and upwards of OceanBank’s capital before it gotthe approval of the Board of Directors.

Thang was also responsible for the Member Council’s issuance of resolutions anddecisions relating to the authorization of big bidding packages violating theGovernment’s related decrees and advising the Prime Minister to designate manybidding packages that failed to meet legal regulations.


He was found to takeresponsibility for violations of the Law on Bidding of the group’s PVC and PTSC relating to the Engineering, Procurementand Construction (EPC) contract for Dung Quat Biofuel Plant as well as lowinvestment efficiency in a number of projects, including the Dinh Vu Polyestermanufacturing plant and bio-energy projects.

The Commission proposed theParty’s Political Bureau and Central Committee to consider a disciplinarymeasure for Thang.

It decided to remove Phung DinhThuc from the position of Secretary of the PVN Party Committee in the 2010-2015tenure for his accountability for violations of the PVN Party Committee’sStanding Board in 2011-2014.

Thuc, who is former ViceSecretary of the Party Committee, a member of the Board of Directors andGeneral Director of PVN in 2008-2010,and Secretary of the firm’s PartyCommittee and Chairman of the Member Council from September 2011-July 2014, wasidentified to be responsible for the issuance of Resolutions 233/NQ-DU and4266/NQ-DKVN.

He also violated organization and personnel regulations, gave wrong assessmentsof Trinh Xuan Thanh on his transfer to the Ministry of Industry and Trade, anddid not take into account violations of Nguyen Xuan Son when he worked asDirector General of OceanBank. Thuc was in charge of violations in the Dinh VuPolyester manufacturing plant and bio-energy projects.

Do Van Hau, former DeputySecretary of the Party Committee, member of the Member Council and GeneralDirector of the PVN from November 2011-October 2014, was dismissed from hisposition as Deputy Secretary of the PVN Party Committee for the 2010-2015period, as he was found to have links with the issuance of Resolutions233/NQ-DU and 4266/NQ-DKVN.

Hau irresponsibly provided wrongassessments of Trinh Xuan Thanh and Vu Dinh Duy on their transfer to theMinistry of Industry and Trade, took responsibility for accrediting Nguyen XuanSon and for violations in the Dinh Vu Polyester manufacturing plant and bio-energyprojects.

Meanwhile, the Commission decidedto expel Nguyen Xuan Son, former Secretary of the PVN Party Committee andChairman of the Member Council, from the Party for being responsible for the PVNParty Committee’s Standing Board’s violations in the 2010-2015 period as wellas the issuance of the two abovementioned resolutions.

Son was found to abuse his position and authority and intentionally act againstthe State’s regulations on economic management, causing severe losses when herepresented the PVN at OceanBank. Son is being apprehended in service ofinvestigations.

The Commission issued a warningagainst Nguyen Quoc Khanh, former Secretary of Party Committee, Chairman of theMember Council, former member of the Party Committee’s Standing Board andformer Deputy Director General of the firm, for violations of the PVN Party Committee’sStanding Board in 2010-2015, and the issuance of the two said resolutions.

He got involved in legal violations in assigning EPC contracts for Long Phu 1and Thai Binh 2 thermal power plants, the Dinh Vu Polyester manufacturing plantand bio-energy projects.

Regarding violations in the SouthCentral province of Binh Dinh, the Commission asked the Party Secretariat toconsider punishments to Nguyen Van Thien, former Party Central Committee memberand former Secretary of the Binh Dinh Party Committee, for wrongdoings inillegal appointment of some officials who failed to meet conditions andstandards for the posts during the 2010-2015 period.

It also decided to gavereprimands to Le Huu Loc, former Vice Secretary of the provincial PartyCommittee and former Chairman of the People’s Committee of Binh Dinh for hisviolations in recruiting and deciding on salary levels for public servantsagainst regulations in the 2011-2016 tenure.-VNA
