Party Secretariat disciplines officials linked to Trinh Xuan Thanh

The Party Central Committee’s Secretariat has decided punishments on some officials for violations related to Trinh Xuan Thanh, former Vice Chairman of the Hau Giang provincial People’s Committee.

Hanoi (VNA) – The Party Central Committee’sSecretariat has decided punishments on some officials for violations related toTrinh Xuan Thanh, former Vice Chairman of the Hau Giang provincial People’sCommittee.

Accordingly, warning is given to Tran Luu Hai – former member of the PartyCentral Committee and former deputy head of the standing board of the PartyCentral Committee’s Organisation Commission, Huynh Minh Chac – former member ofthe Party Central Committee and former Secretary of the Hau Giang provincialParty Committee for 2010-2015.

Nguyen Duy Thang – member of the Party’s civilaffairs committee and Deputy Minister of Home Affairs – will be reprimanded.

The decisions were made after the Secretariatconsidered reports by the Party Central Committee’s Inspection Commissionduring a meeting on December 8 under the chair of Party General SecretaryNguyen Phu Trong.

Tran Luu Hai showed a lack of responsibilitywhen he signed the Organisation Commission’s document on allowing the provinceto appoint another Vice Chairman of the provincial People’s Committee for2011-2016, which is against the Politburo’s and Secretariat’s decisions. 

He was also responsible for flaws in signing adocument responding to the Hau Giang Party Committee about the addition ofTrinh Xuan Thanh as a Committee member in the 2015-2020 tenure.

Meanwhile, Huynh Minh Chac was found to violatethe Party and State’s regulations on personnel work and the provincial PartyCommittee’s working regulations regarding the proposal and reception of TrinhXuan Thanh from the Ministry of Industry and Trade (MoIT) to take the positionof Vice Chairman of the provincial People’s Committee and join the provincialParty Committee. 

Nguyen Duy Thang was found to wrongly order andconduct the verification of Trinh Xuan Thanh’s eligibility, and proposedauthorized agencies approve of Thanh taking the position of Vice Chairman ofthe Hau Giang provincial People’s Committee for 2011-2016.

The Party Secretariat said the abovementionedofficials’ violations and flaws have caused serious consequences, affected theParty and State’s prestige, and stirred public concern.

Between 2007-2013, Trinh Xuan Thanh served asDeputy Secretary of the Party Committee and Director General of PetroVietnamConstruction Corporation (PVC), and later as Secretary of the corporation’Party Committee and Chairman of the Board of Managers. He showed irresponsibilityand negligence in the leadership and management of the corporation’s operation,and violated legal regulations on business administration, resulting in manywrongdoings and losses of nearly 3.3 trillion VND (142 million USD). 

As the top official of the corporation, Thanhmust bear the main responsibility for the mistakes and wrongdoings, but he wasnot serious and honest in acknowledging them.  

After being transferred to the Mekong Deltaprovince of Hau Giang, while serving as a member of the provincial PartyCommittee and Vice Chairman of the provincial People’s Committee, Thanh used anofficial plate on his private-owned luxury Lexus car, which wasillegal.     

He was responsible for the wrongdoings, lawviolations and losses at the PVC, leaders of the Vietnam National Oil and GasGroup assessed that he had not fulfilled his duty and removed him from theposition of Secretary of the Party Committee and Chairman of the Board ofManagement of the PVC. This meant he was not eligible for any promotion ortransfer, but Thanh himself proposed for his transfer and let relevant agenciesconduct procedures to appoint him to leading positions at the Ministry ofIndustry and Trade and Hau Giang province, which showed his dishonesty andirresponsibility.    

Furthermore, he was dishonest and unrepentantduring the self-criticism process.

Thanh was expelled from the Party and theMinistry of Public Security issued an arrest warrant domestically andinternationally for him.-VNA
