Party Central Committee Secretariat disciplines two officials

Hanoi (VNA) –
TheSecretariat of the Party Central Committee on September 20 meted out punishmenton two officials for their serious violations of Party rules and lax managementresulting in great losses to State assets.

The two officials are NguyenPhong Quang, former Party Central Committee member, former secretary and formerstanding vice chairman of the Southwest Steering Committee in the period from2011 to 2016; and Nguyen Anh Dung, member of the Party committee of the CentralBusiness Bloc, secretary of the Party committee of the Vietnam National ChemicalGroup (Vinachem) and chairman of the group’s Council of Members.

According to the Secretariat,Phong Quang in his capacity as a leader of the Party committee and standingoffice of the Southwest Steering Committee must bear the main responsibilityfor the violations of rules and shortcomings of the Party committee andstanding office of the Southwest Steering Committee during 2011-2016.

Quang violated the principle ofcentralized democracy and working rules of the Party in personnel work,resulting in many wrongdoings during an extended period. He himself signedappointment decisions in more than 30 cases in violation of principles,procedures and standards of personnel work.

The official also showed laxcontrol and lack of responsibility, resulting in his subordinates committingserious violations of law in financial and asset management, causing heavylosses to the State budget and asset.

Quang violated the law on useand management of State asset when transferring more than 2,000 sq.m of land ofthe Southwest Steering Committee to the Sponsoring Association for PoorPatients in the Southwest.

He flouted the Party’sregulations when accepting nomination for the chair of the SponsoringAssociation for Poor Patients in the Southwest. Quang also used the name of theSteering Committee to mobilize donations for the association without permissionfrom relevant agencies, which was outside the committee’s functions and tasks.

Considering that Quang’smistakes and wrongdoings had caused serious consequences and negative impactson the prestige of the Party and the Southwest Steering Committee, the PartyCentral Committee’s Secretariat decided to dismiss him from all his Party posts,which are standing vice chairman of the Southwest Steering Committee, member ofthe Party committee of the Southwest Steering Committee and secretary of theParty committee of the Southwest Steering Committee’s office.

On the part of Nguyen Anh Dung,the Secretariat said he must bear responsibility for wrongdoings of theStanding Board of the Party Committee of Vinachem during the 2010-2015 tenure,as he has served as Vice Secretary of the group’s Party Committee since August2012 and Secretary since October 2013, and Chairman of the Council of Memberssince April 2012.   

Dung showed a lack ofresponsibility and lax management without proper supervision and inspection,resulting in mistakes and wrongdoings in personnel work and the management ofVinachem’s capital, assets, land and investment with serious consequences,including loss of State capital.

His negligence in supervisionand inspection has allowed serious wrongdoings to happen in the implementationof four key projects, which are the Ninh Binh nitrate fertilizer plant, theexpansion of Ha Bac nitrate fertilizer plant, the DAP fertilizer plant No2 inLao Cai and the DAP fertilizer plant in Hai Phong.

Taking into account theseriousness of Dung’s mistakes, the Secretariat reached consensus in dismissingDung from all Party posts, including his membership in the Party committee ofthe Central Business Bloc, and secretary of the Party committee of Vinachem.

The Secretariat required theParty committee of the Ministry of Industry and Trade to quickly instruct theimposition of administrative disciplinary measures against Nguyen Anh Dung inline with law and regulations. -VNA
