Parliamentary diplomacy contributes to nation’s international integration

Hanoi (VNA) – Chairwomanof the National Assembly (NA) Nguyen Thi Kim Ngan stressed the important role ofthe legislature’s external relations during a plenary session within the 30thDiplomatic Conference in Hanoi on August 16.

The NA’s externalactivities have changed bilaterally and multilaterally, as well as viafriendship parliamentary mechanisms, she said, citing the establishment of the 57specific friendship groups which have helped enhance understanding andfriendship with foreign parliamentarians.

Pointing out the rapid andcomplex development of the regional and international situation that presents bothopportunities and challenges, the top legislator said it is necessary toidentify the position and significance of the legislature’s foreign relationsin order to carry forward the efficiency of parliamentary diplomacy, and thusensure national interests are kept.

Besides this, the legalsystem must be completed in order to facilitate external affairs in the spiritof Politburo’s Resolution No. 22 on international integration, NA ChairwomanNgan suggested.

She also talked aboutcoordination between channels of external affairs to maximise the nation’sstrength in this regard, with focus on reinforcing relations with neighbouringcountries, other ASEAN members, strategic and comprehensive partners, andtraditional friends.

The coordination shouldalso target promoting trade ties; narrowing differences and seeking new friendsand partners; contributing to strengthening friendships and mutual trust withforeign countries; and gathering international support, she said.

The chief legislator addedthat the NA will effectively perform its membership at the Inter-ParliamentaryUnion (IPU)’s Executive Committee; thoroughly prepare for hosting the 41stGeneral Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) in 2020 andtaking on the role of AIPA General Secretary for 2019-2021; whileconstructively participating in the Parliamentary Assembly of La Francophonie (APF), the Asia-Pacific ParliamentaryForum (APPF), and the Asia-Europe Parliamentary Partnership forum.

At thesame time, the Vietnamese legislature needs to engage in building commonmechanisms, rules, and standards; forming a transparent, equal, democratic, andsustainable economic-political order; and utilising benefits brought about bymultilateral cooperation, Ngan concluded.–VNA
