Nguyen Hanh Phuc named National Assembly Secretary General

Hanoi (VNA) – Chairman of the National Assembly Office Nguyen Hanh Phuc was elected as Secretary General of the 13th National Assembly with 395 out of 465 votes in favour during the legislature’s working session on November 25.

The Secretary General will work as a spokesman of and an advisor to the National Assembly and the National Assembly Standing Committee, among other tasks, in accordance with the Law on Organisation of the National Assembly (revised in 2014).

The same day, legislators approved the list of four Vice Chairpersons and 16 members of the Electoral Council (EC).

The Vice Chairpersons include NA Vice Chairwoman Tong Thi Phong, Vice State President Nguyen Thi Doan, Deputy Prime Minister Nguyen Xuan Phuc and President of the Vietnam Fatherland Front Central Committee Nguyen Thien Nhan.

NA deputies ratified the formation of the 21-member council and elected NA Chairman Nguyen Sinh Hung as the EC Chairman on November 24.

They also passed resolutions on the date of the election of deputies to the 14 th National Assembly and People’s Councils at all levels for the 2016-2021 tenure, the establishment of the EC and the election of the NA General Secretary.

Accordingly, the election will be held on May 22, 2016. The National Assembly Standing Committee was assigned to announce the date 115 days before the election.

EC Chairman Nguyen Sinh Hung pledged to do his utmost to make the election run smoothly in line with the Constitution and the law.

Also on November 25, lawmakers approved the draft revised Civil Procedure Code with 88.6 percent of votes in favour.

The code stipulates basic principles in civil proceedings, tasks, rights and responsibilities of agencies and people conducting the civil proceedings, as well as rights and obligations of those involved in the process and relevant organisations.

Notably, the code prescribes that courts are not allowed to refuse settling civil cases reasoning the lack of applicable legal articles.

Later, 89.07 percent of the NA deputies gave the nod to a resolution on the execution of the Civil Procedure Code (amended).-VNA
