Hanoi (VNA) –National Assembly deputies are scheduled to adopt a resolution on thesocio-economic development plan for 2020 on November 11 as part of their ongoingeighth session.
They will listen to a number ofproposals and verification reports on the draft Public-Private Partnership(PPP) Law, and draft laws on amendments and supplements to a number of articlesof the Law on Construction, Law on Natural Disaster Prevention and Control andDyke Law.
The drat PPP Law aims toinstitutionalise viewpoints and policies of the Party and contents of theConstitution 2013 on the development of the national infrastructure system andmobilisation of resources from the private sector through the PPP investmentform.
The bill clarifies various issuesincluding PPP contents; the relations of the PPP Law and a number of relevantlaws; the scale of application; the PPP project verification council; theprocedure for implementation of PPP projects; PPP contracts; the management anduse of State capital in PPP projects, among others.
Meanwhile, the law on amendmentsand supplements to a number of articles of the Law on Construction concentrateson reforming and simplifying administrative procedures and improving theinvestment and business environment in the field of construction, as well assimplifying business conditions in construction and completing legalregulations in the area.
At the same time, the draft lawson amendments and supplements to a number of articles of the Law on NaturalDisaster Prevention and Control and the Dyke Law will adjust 19 articles andadd three articles to the Law on Natural Disaster Prevention and Control, whilechanging eight articles of the Dyke Law.
In the afternoon, the legislatorswill discuss a number of contents of the Law on Reserve Force, which theydiscussed earlier in the seventh session. The lawmakers will focus on a numberof contents including the building and mobilization of reserve force;prohibited activities; the approval and adjustment of plans; the registrationof reserve personnel; the age of the reserve personnel;and obligations of the reserve personnel./.
