Hanoi (VNA) – Lawmakers looked intolaw enforcement in the reform of State administrative apparatus during2011-2016 at the fourth sitting of the 14th National Assembly (NA)in Hanoi on October 30.

Nguyen Khac Dinh, member of the NA Standing Committee and Chairman of the NACommittee on Legal Affairs, presented a report on outcomes of the supervisionof law enforcement in administrative reform over the past decade.

During their discussion, most of the NA deputies applauded the performance ofthe inspection delegation.

They said the Government, ministries, agencies and localities have made greatefforts to materialise the Party’s guidelines and the State’s laws onadministrative reform, contributing to raising the efficiency of Statemanagement and spurring national development.

However, they pointed to the incomprehensive, overlapping and contradictory legalsystem, along with overlaps in functions and tasks of the Government agencies, aswell as limitations in the decentralisation of local authorities and thereduction of public servants.

The legislators analysed reasons for the shortcomings, focusing onresponsibility of agencies and their heads.

They proposed the Government review relevant legal documents and promptly andeffectively effectuate resolutions adopted at the sixth plenum of the 12th Communist Party of Vietnam (CPV) Central Committee on continued renovation andrearrangement of the political system apparatus.  

More attention should be paid to raising the quality of public servants,improving wage and allowance policies, and intensifying decentralisation andsupervision of law enforcement, they said.

They contributed opinions to the NA’s draft resolution on stepping up lawenforcement in administrative reform for 2016-2021 and suggested the Governmentreport outcomes of the document implementation to the NA biennially.

On October 31, the lawmakers are scheduled to mull over the implementation ofthe socio-economic development plan and State budget in 2017, thesocio-economic development plan and State budget estimate and allocation for2018, and the State finance-budget plan for 2018-2020.
