There are currently two lawsguiding the making of legal documents, one issued in 2004 and the otherin 2008. While both laws have contributed to improving the overallquality of legal documents, their implementation has shown a number ofdrawbacks, including the overlapping of authority in promulgating legaldocuments, the large amount and limited quality of documents.
Following a strategy on completing the national legal system through2020, the Ministry of Justice has drafted a new law combining thecurrent two and reflecting the 2013 Constitution’s content.
Lawyer Nguyen Tien Lap, Chairman of Vietpro Consultants Co. Ltd, proposed more detailed regulations and guidance.
According to Head of the legal department of the Vietnam Chamber ofCommerce and Industry (VCCI) Dau Anh Tuan, the business communitiesappreciate the efforts in opening up the process of policy making to thepublic.
They hope the new law will demonstrate significant progress of transparency and advances, noted Tuan.-VNA
