Thegroup of poor performing agencies also included the Ministry of Labour,War Invalids and Social Affairs, with 67.06 percent; the Committee forEthnic Minority Affairs, 67.19 percent; and the Ministry of NaturalResources and Environment, 69.75 percent,.
Meanwhile, the Ministry of Justice topped the list with 82.47 percent,followed by the Ministry of Transport, the Ministry of Agriculture andRural Development, and the Ministry of Industry and Trade, with indexesranging from 80.58 percent to 81.18 percent.
Meanwhile, Da Nang ranked first in the provincial-level PAR INDEX2012, with 87.14 percent, and the northern mountainous province ofDien Bien was at the bottom of the list, with only 62.58 percent.
As many as 19 provinces and cities recorded good performance withindexes at over 80 percent while 33 others saw rather good results ofbetween 70 percent and 80 percent.
According to theMinistry of Home Affairs, the index is an important foundation forministries and localities to assess their strong and weak points inorder to have timely measures to improve administration reforms.
The ministerial-level index covers seven areas with 31 criteria and 89sub-criteria while the provincial-level index covers eight areas with34 criteria and 104 sub-criteria.-VNA
