HCM City adopts resolutions to implement special mechanisms, policies

HCM City (VNA) –
The Ho Chi Minh City People’s Council (ninth tenure)  adopted resolutions to implement the NationalAssembly’s Resolution 54 on piloting special mechanisms and policies for thecity’s development at the closing session of its seventh meeting on March 16.

Delegates passed a resolution promulgatingregulations on additional income for cadres and civil servants in the Statemanagement sector, political organisations, social-political organisations, andpublic service institutions in the city.

Accordingly, the maximum increase of additionalincome will be 0.6 times of the yearly wage level in 2018, 1.2 times in 2019and 1.8 times in 202, basing on work performances of civil servants and cadres.

The resolution will come into force from April1, 2018.

The council approved the number of peopleworking in the public service institutions and administrative organisations inthe city in 2018, which is 119,976 and 12,345, respectively.

Delegates also passed a resolution on investmentpolicy for public investment projects using the city’s budget, including theconstruction of a multi-purpose circus theatre in Phu Tho, District 11, and thecompensation of land clearance and resettlement to serve the building of RachChiec national sports complex.

They also approved resolutions featuring thelevel of incomes for experts and scientists to work in the fields of the city’sdemand in 2018-2022; and the adjustment to increase environmental protectioncharge for the discharge of industrial wastewater.

Earlier, members of the council passed aresolution monitoring the implementation of a programme reformingadministrative procedures to increase the satisfaction of people and publicservice organisations in the city.

Chairman of the municipal People’s CommitteeNguyen Thanh Phong said the city will invite leading experts in various fieldsto help the city optimise new policies and mechanisms suitable with the specialurban area position as allowed by the National Assembly’s Resolution 54.

Chairwoman of the municipal People’s CouncilNguyen Thi Quyet Tam suggested the People’s Committee and relevant agencies totake synchronous measures to ensure the Resolution will come into reality andgain the best outcomes.

She held that it is necessary to streamline theorganisation of the apparatus and improve the service offered to people,organisations and businesses.

There are many new points in the resolutions, sothe People’s Committee should make regular inspections over the implementationof the resolutions, she suggested.

In November 2017, the NA issued Resolution No.54/2017/QH14 on piloting special mechanisms and policies to bolster the city’sdevelopment. Later, the municipal People’s Council issued Resolution No.25/NQ-HDND on implementing the resolution.-VNA
