Hanoi (VNA) – Prime Minister Nguyen Xuan Phuc has recently urged Hanoito build development scenarios at different levels amid big changes in theworld, regional and national economies to take advantage of all newopportunities and overcome difficulties to contribute more to the national development.

At a working sessionwith the capital city’s leading officials, PM Phuc asked the city to exertextra efforts in the battle against the COVID-19 pandemic to protect locals’health, and prepare sufficient medical equipment and supplies to ensure diseaseprevention and control.

It is necessary toproactively take drastic and synchronous measures to boost economic recoveryand development, support business and production activities, and ensuresocial welfare for those affected by the pandemic.

Hanoi should rewardthose with great contributions to the city’s development and strictly punish anyviolations, Phuc noted.

He also emphasisedthe need for the capital city to continue improving the business and investmentenvironment, increasing its competitiveness, promoting its potential andadvantages, and take advantage of opportunities brought by internationalintegration commitments.

In addition, Hanoi shouldseek urgent measures to solve difficulties in production and business, Phucstated, adding that speeding up the settlement of administrative procedures and disbursement and implementing economic stimulus packages are also the majortasks of the city in the time ahead.

The Governmentleader requested Hanoi to focus on accelerating the disbursementof investment projects, especially those related to agriculture, education,health, and social welfare; speeding up the construction of key projects; andsolving difficulties in carrying out ODA, foreign-invested, non-budgetinvestment, and public-private partnership (PPP) projects.

The city was urgedto continue promoting the start-up spirit following the Government’s ResolutionNo.02/NQ-CP on maintaining the implementation of key tasks and solutions toimprove the business environment and increase national competitiveness in 2020.

It was also asked tomaintain the effective implementation of the Government and Prime Minister’sinstructions on reforming and controlling administrative procedures, andbuilding a civilised and transparent administration, and better the building ofa digital economic agriculture.

Hanoi should developthe agricultural sector to ensure the supply of food and foodstuffs, especiallyin this period when the COVID-19 is affecting local enterprises and people,ensure the target of having 2 million pigs, control pork prices in themarket, and make good disaster prevention preparation.

It is also importantto further improve urban management, expand urban boundaries to reduce populationdensity in the downtown area, and manage construction order and ensure trafficsafety, PM Phuc said.

Attention should bepaid to the urban environment, he stressed, asking the capital city to ensurethe supply of clean water for locals at reasonable prices, tackle waterpollution in Day and Nhue Rivers, and speed up the implementation of a projectto restore Tich River to transfer water to Day River.

The Governmentleader also required Hanoi to direct the good organisation of the Partycongresses at all level in the 2020-2025 tenure towards the 13th National Party Congress; raise the responsibility of the grassroots level incitizen reception and in handling complaints and denunciations, with focus onsolving cases that gather a large number of people causing instabilities; and increase dialogues with local people.

He highlighted theneed for the capital city to rapidly solve years-lasting matters, including thematter in Dong Tam commune of My Duc district, the construction project at 8BLe Truc, the Cat Linh-Ha Dong metro line project, and violations related to landlease and issuance of land use right certificates, and construction and use ofland of Phan Ke Binh drainage ditch in Ba Dinh district and Nghia Do drainageditch in Cau Giay district.

He requested the CatLinh-Ha Dong metro line be put into operation in 2020./.
