The 15th Congress of the Party Organisation of the northern port city of Hai Phong opened on October 22 with the participation of 350 delegates representing more than 110,000 Party members in the city.
Addressing the congress, Politburo member and Prime Minister Nguyen Tan Dung acknowledged the important contributions that the local Party, government, and people have made to the country’s socio-economic development.
He noted that Hai Phong has established its role as an important transport hub, the main gateway to the sea of the northern region and a development centre in the northern key economic region.
He told the city to push ahead with the implementation of breakthrough strategies, economic restructuring and growth model shift.
In particular, the city needs to make full use of its advantage in location to develop seaport, navigation, and logistics services, alongside with turning tourism into an economic spearhead, he said.
Secretary of the municipal Party Committee Duong Anh Dien reported significant outcomes that Hai Phong attained after five years of implementing the Resolution of the 11 th Party Congress and the Resolution of the 14th Congress of the Hai Phong City Organisation.
The average gross domestic product (GDP) growth is 8.67 percent per annum, resulting in a 1.52 time expansion of total GDP in 2015 compared to the 2010 figure. The poverty ratio among local households has reduced to 1.53 percent this year.
The city has focused financial resources on economic-social infrastructure, especially in transport, with major projects such as Hai Phong international port, Hanoi – Hai Phong highway, Tan Vu – Lach Huyen bridge, and Cat Bi international airport.
Positive outcomes were seen in other fields such as defence-security, social order and safety, administrative and judicial reform, and corruption prevention.
The Political Report presented at the Congress pointed to several limitations and weaknesses, highlighting unsustainable growth and low quality growth, and the moral and lifestyle degradation among a number of Party members.
