Government, localities discuss 2013 socio-economic plan

Speaking at the two-day event,Minister of Planning and Investment Bui Quang Vinh said that theimplementation of the Government’s resolutions has recorded positiveresults, helping curb inflation, stabilise the macro economy, initiallyremove difficulties for production and business activities, ensuresocial welfare and stabilise people’s life stable.

However,Vinh noted that shortcomings and weaknesses still remained, includingunsound macroeconomy, a lower-than-target GDP growth rate, slow recoveryof industrial production, high inventories and slow settlement of baddebts.

Dung asked local leaders to focus discussionson the contents of a draft resolution on key measures to implementsocio-economic development plans and State budget projection for 2013 aswell as another on how to remove difficulties for production andbusiness activities, support the market and solve bad debts.

To clear inventories, it is necessary to support the market,especially real estate, and investment activities, reducing productioncosts and creating favourable conditions for businesses, a draft said.

Regarding the settlement of bad debts, the resolutionsaid that the State Bank of Vietnam must review and assess baddebts, classify them so as to have measures suitable for each kind ofbad debts.

At the conference, provincial andmunicipal leaders said that in the 2013 socio-economic development plan,in addition to carrying out measures to strengthen the macroeconomicstabilisation, curb inflation, remove difficulties for production andsolve bad debts, the Government should continue to pay attention toand prioritise those on ensuring social security.

They alsoaffirmed a strong determination to attract businesses to invest in ruralareas, strive to successfully implement the objectives of the new ruralarea building programme and focus on solving bad debts for businessesoperating in the agricultural and rural sector, especially aquacultureand seafood processing.

On December 26, theconference will continue with discussions on measures to implement theNational Assembly’s Resolution on socio-economic development tasks andState budget projection for 2013./.VNA
