Hanoi (VNA) – The Government has issued a decree on the conservation andsustainable use of wetlands.
The decree underlines three principles ofpreserving and using wetlands.
The first principal is ensuring the maintenanceof the whole structure, function, ecological characteristics and biodiversityof wetlands.
The second is enhancing the role and involvementof the community in preserving submerged areas.
The third one is ensuring a fair and reasonablebenefit sharing mechanism for the rights and obligations of involved parties inusing wetland ecosystem services.
Under the decree, the State encourages domesticand foreign organisations, individuals and residents to take part inenvironmental protection, biodiversity preservation and protection of naturalecosystems and migratory birds.
Added to this are recovering degraded oroverexploited wetlands and supervising activities on important submerged areasto detect legal violations in the field as well as implementing a sustainableenvironmental livelihood and conducting eco-tourism activities according tolaw.
The establishment of wetland preservation areasmust accord with the law on biodiversity.
The State budget will provide investment inbuilding and upgrading technical infrastructure for the conservation andsustainable use of wetlands.
The State will also offer investment incentivesfor activities to recover habitats of endangered and rare species.
The decree will come into force on September 15,2019.-VNA
