Hanoi (VNA) – The Government has issueda resolution on socio-economic recovery and development programme, and theimplementation of the National Assembly’s resolution on fiscal and financialpolicies in support of the programme.

Minister of Planning and Investment Nguyen Chi Dungsaid, to fulfill the economic growth target of 6.5-7 percent for 2021-2025, theprogramme is set to ensure rapid recovery and development, as well as safeadaptation to the COVID-19 pandemic in 2022-2023.

Economic reopening will be carried out firmly andsafely, and under a roadmap that matches the country’s pandemic combatstrategy, vaccination capacity and the supply of treatment drugs and medicalequipment, he said.

The minister added that the programme aims to helpenterprises with recovery, especially their special resistance in certainsectors that are hit hard by the pandemic, improve infrastructure and encourageinvestment in the public-private partnership (PPP) form.

Public investment in national strategic, keyinfrastructure projects will be stepped up, while greater efforts will be madein reforming administrative procedures and improving the business environment.

According to the minister, there will be riskmanagement policies in tandem with measures to stabilise the macro economy.

The programme should promote the active role ofenterprises in production and business, regardless of any developments of thepandemic, Dung said, emphasising the need to maintain macro-economic stability,major economic balances and sources of income.

It is a must to ensure social security for people,particularly the poor and vulnerable groups, he said.

The economic stimulus package should be rolled outin a synchronous, effective, timely and stable fashion in the time ahead, and assistanceshould target the sectors that are able to recover.

The minister suggested mobilising more internationalfinancial resources and managing risks, saying one of the challenges is how to acceleratedisbursement in the next two years amid the current pending disbursement ofpublic investment./.
