Hanoi (VNA) – Five draft laws were submitted to the National Assembly (NA) for consideration on October 31 as part of the 14th parliament’s second session.
In the morning, Minister of Finance Dinh Tien Dung submitted a draft revised law on State property management and use, which was later verified in a report delivered by Chairman of the NA’s Committee for Financial and Budgetary Affairs Nguyen Duc Hai.
A draft revised law on railway was submitted by Minister of Transport Truong Quang Nghia and verified in a report presented by Chairman of the parliament’s Committee for Science, Technology and Environment Phan Xuan Dung.
Minister of Public Security To Lam proposed a draft law on the guard force, on which a verification report was then delivered by Chairman of the NA’s Committee for Defence and Security Vo Trong Viet.
After the plenary session, deputies worked in groups to scrutinise the bill on State property management and use.
In the afternoon, Minister To Lam continued to submit another draft law on the management and use of weapons, explosive materials and support tools.
Deputies later heard a verification report on this bill read by head of the Committee for Defence and Security Vo Trong Viet.
A draft law on irrigation was proposed by Minister of Agriculture and Rural Development Nguyen Xuan Cuong and later verified in a report presented by head of the Committee for Science, Technology and Environment Phan Xuan Dung.
The bill on the management and use of weapons, explosive materials and support tools was in the focus of the following group discussions.
On November 1, parliamentarians are scheduled to have a plenum in the morning to canvass a five-year financial plan; the targets and orientations for loan mobilisation and use, and the public debt management for 2016-2020; and the mid-term plan for public investment between 2016 and 2020.
They will mulled over the outcomes of the 2016 State budget plan implementation, along with the State budget estimates and allocation for next year in the afternoon.-VNA
