Hanoi (VNA) – Deputy Prime MinisterVuong Dinh Hue has requested the Ministry of Planning and Investment andMinistry of Finance to monthly publicise the disbursement of capital for publicinvestment projects by ministries, sectors and localities.
Deputy PM Hue made the request at a workingsession with the Ministries of Transport, Agriculture and Rural Development,and Natural Resources and Environment in Hanoi on May 16 to review theimplementation of the middle-term public investment plan for 2016-2020.
He said the investment capital allocated for thethree ministries totalled at 303 trillion VND (13.34 billion USD) in 2016-2020,accounting for over 25 percent of the total medium-term investment capital ofthe central budget, which is estimated at 1.2 quadrillion VND (52.86 billionUSD).
In 2018 alone, the Ministry of Transport wasallocated over 21 trillion VND (925.1 million USD), the Ministry of Agricultureand Rural Development 15.7 trillion VND (691.6 million USD), and the Ministryof Natural Resources and Environment 1.5 trillion VND (66 million USD), henoted.
“However, theallocation and disbursement of capital by the three ministries remainedsluggish, much lower than the average level of the country,” he said, stressingthat “This is dangerous and unacceptable”.
The Deputy PMpointed out reasons behind this problem including restrictions in legalregulations and policy mechanisms on public investment. However, the main causelies in the stagnant operation of the three ministries and the irresponsibilityof officials, he said.
Therefore, it is necessary to build a strictsupervision mechanism and raise the responsibility of heads of each sectors torealise the target of disbursing 100 percent of capital under the government’sResolution No.01/NQ-CP on major tasks and solutions guiding the implementationof the 2018 socio-economic development plan and the State budget estimatesdated on January 1 this year, he emphasised.
Statisticsshowed that the disbursement of capital by the Ministry of Transport wasestimated at over 6.9 trillion VND (305 million USD) in the first four monthsof 2018, fulfilling 32.6 percent of the yearly target.
As of May 14, 2018, the Ministry of NaturalResources and Environment disbursed 238 billion VND (10.4 million USD), equalto 16 percent of the annual goal.
Meanwhile, the Ministry of Agriculture and RuralDevelopment disbursed more than 2.1 trillion VND (94.7 million USD) as of April30, 2018, reaching 13.7 percent of the set target.-VNA
