Before the voting, Chairman of the NA’s Finance and BudgetCommittee Le Quang Manh presented the NA Standing Committee’s report giving further explanations on the draft and the revision of the draft based on received feedback and recommendations.
After the latest adjustment, the draft revised law has 10 chapters and 96articles, down three articles compared to the draft submitted to the legislatureat the beginning of the fifth plenum.
The law creates a complete, concerted and uniform legalframework on bidding, procurement and use of state capital.
It also supplements many regulations to solve difficultiesand problems arising in reality, adapt to practical requirements, enhance the efficiency ofcontractor selection, and improve the effectiveness of the implementation ofbidding-related provisions.
The law will become effective from January 1, 2024./.
